Revision of development charge rates

The Ministry of National Development has revised the development charge (DC) rates for the period 1 September 2016 to 28 February 2017.  The review is carried out on a half-yearly basis in consultation with the Chief Valuer.

The DC rates for three Use Groups, namely Groups A (Commercial), B2 {Residential (non-landed)} and C (Hotel/Hospital) have increased; while the DC rates remain unchanged for Use Group B1 {Residential (landed)}, Use Group D (Industry), Use Group E (Place of Worship / Civic and Community Institution), and Use Groups F, G and H. The DC rates for Use Group A (Commercial) have increased by 0.6% on average.  14 out of the 118 sectors have increases in DC rates ranging from 4% to 5%. There is no change to the DC rates for the remaining 104 sectors. The largest increase of 5% applies to the following sectors:

  • Sectors 1 to 6 (Rochor Road / Ophir Road / Temasek Boulevard / Raffles Boulevard / Raffles Place / Church Street / South Bridge Road / South Canal Road), and
  • Sector 11 (Shenton Way / Raffles Quay / Marina Bay Financial Centre).

The DC rates for Use Group B2 {Residential (non-landed)} have increased by 2.7% on average.  39 out of 118 sectors have increases in DC rates ranging from 5% to 12%. Rates are unchanged for the remaining 79 sectors. The largest increase of 12% applies to sector 48 (River Valley Road / River Valley Close / Kim Yam Road / Martin Road / Martin Place / Mohamed Sultan Road)

The DC rates for Use Group C (Hotel / Hospital) have increased by 1.4% on average.  61 out of the 118 sectors have increases in DC rates ranging from 2% to 5%. Rates are unchanged for the remaining 57 sectors. The largest increase of 5% applies to the following sectors: 

  • Sector 12 (Bayfront Avenue), and
  • Sectors 41 to 43 (Orchard Road / Somerset Road / Scotts Road / Orchard Boulevard / Cuscaden Road / Tanglin Road)

There are no changes to the Use Groups Table and the Geographical Sector maps.

The revised DC rates (Appendix 1 [PDF, 51.4kb]), to be read in conjunction with the Use Groups Table (Appendix 2 [PDF, 23.3kb]) and the set of Geographical Sector maps* (Map A [PDF, 901kb] and Map B [PDF, 515kb]), will be effective from 1 September 2016.  The new rates will apply to cases which are granted Provisional Permission (PP) or 2nd and subsequent extension to the PP on or after the effective date. 

If there is any disagreement over the DC payable for any development proposal, calculated based on the rates under the respective Use Groups, developers and owners can opt for a case-by-case valuation by the Chief Valuer, as provided for in the Planning Act.
