To support Singapore's car-lite vision and enhance our city's liveability, we aim to make walking, cycling, and riding public transport a way of life. We work closely with the Land Transport Authority (LTA) to develop good practices for active mobility infrastructure.
With the support of developers, we can improve the experience for active mobility modes, such as by providing better connected cycling networks, more bicycle parking and end-trip facilities, and creating clear and easily understood wayfinding systems.
To enhance the experience for active mobility modes, developers are required to submit a Walking and Cycling Plan (WCP) to LTA and Urban Redevelopment Authority (URA), as part of their Development Applications for selected residential, commercial, industrial, educational, medical, hotel and recreational developments.
As part of the WCP, developers will need to consider the safety, convenience and accessibility for pedestrians and cyclists in the design of the development.
Submission Requirements
LTA has developed a Code of Practice (COP) to guide submission requirements for the WCP.

Submit
Please submit the WCP as part of the Traffic Impact Assessment (TIA) pre-scoping consultation with LTA before submitting a development application to URA. See Annex B for submission flowchart.
The Walking and Cycling Design Guide sets out best practices and standards to guide public agencies, town councils, developers, and industry practitioners in planning and designing active mobility-related infrastructure. With well-designed infrastructure, pedestrians and users of active mobility devices can commute in a more user-friendly and safer environment.
