Planning Permission

Some proposals can be registered under Plan Lodgment and an instant approval can be obtained.
Other proposals do not require a planning permission from URA. See Exemption List and authorised works as follows:
Erection of covered walkways or linkways at 1st storey to be built by Statutory Boards or Town Councils. (Please refer to circular to relevant Statutory Boards/Town Councils dated 1 Dec 2014)
Erection of new structures, or renewal of Temporary Permission for existing structures on land leased from SLA, JTC or HDB, provided the works are in compliance with the lease conditions. (Please refer to Appendix 1 of circular dated 15 May 2017)
Change of use of existing building or renewal of Temporary Permission for existing uses on land leased from SLA provided the uses are in accordance with the lease conditions. (Please refer to Appendix 2 of circular dated 15 May 2017)
Change of use in HDB commercial premises. (Please refer to circular dated 23 Feb 2011)
Change of use for commercial premises in Business Park developments on land owned or leased by JTC and in Community Centres/Clubs (CCs) managed by People’s Association (PA). (Please refer to circular dated 2 February 2026)
