 The Challenge of a Growing City 

As Singapore continues to grow and rejuvenate, demand for infrastructure will increase in tandem, with more intensive and complex use of subterranean space for utility services to support existing and future developments. This challenge is exacerbated by the need to constantly renew ageing utilities, install new services, and expand existing ones to power our evolving city. 

This backdrop underscores the need for more forward-looking planning and coordinated implementation of infrastructure and utility services in underground spaces. By taking a more integrated approach, we can better optimise underground space to support sustainable development, while minimising disruptions to daily lives. To this end, we align infrastructure plans with land use strategies, strengthen coordination in implementation, and leverage digital tools and data to enhance and streamline the process.
