Developers who are unable to meet the delivery date in the sale and purchase agreement should first discuss with their purchasers to come to a workable and mutually agreeable arrangement.
For developers who are unable to come to an agreement, Part 8C of the COVID-19 (Temporary Measures) Act and Regulations will allow them to extend the delivery date of possession in the Sale and Purchase Agreement.
Purchasers who have incurred out-of-pocket expenses due to the delay in delivery of the unit may seek reimbursement for the qualifying costs incurred to secure alternative premises during the period of delay, up to a cap of 70% of the liquidated damages originally payable to the purchaser due to the delay, based on the terms in the Sale and Purchase Agreement.

Payment of Assessor's Fee
Applicants are required to make payment of the Assessor's Fee upon notification by the Registrar that the application is accepted.
(i) For payment via credit card, debit card, eNETs or PayNow, please go to e-Services. Please note that if you opt to use PayNow, you may use your bank's official mobile app to scan the QR code which will be shown on the Invoice Payment e-service.
Please have the Case Reference Number (eg. COTMA1234E) ready, and follow the on-screen instructions to complete payment.
Upon successful payment, please email to ura_covid19_registry@ura.gov.sg a screenshot of the Invoice Payment e-service's payment acknowledgement page as proof of payment, and indicate the following details:
(ii) For Bank Transfer, please click here and select “Payment for Assessor’s Fee” under COVID-19 Relief Measure, and follow the on-screen instructions to complete payment.
You are required to indicate the Case Reference Number (eg. COTMA1234E) for the fee payment in the bank transfer comments or description field to avoid delay in the processing of payment.
Upon successful payment, please email to ura_covid19_registry@ura.gov.sg to notify the Registry of the payment made with the following details:
