Objective
This circular explains the revised guidelines to allow additional areas to be used for ORA activities along Boat Quay Promenade as well as to address the treatment for the paving in relation to the existing promenade and tree aeration areas. This circular supercedes the guidelines set out in the circular dated 2 December 2002.

Background

  1. In November 1999, URA had released a set of guidelines for outdoor kiosks and ORAs along the Singapore River corridor in order to activate life and activities along the pedestrian promenade. A subsequent guideline revision was made in December 2002.
  2. In the last six years, URA has taken stock of developments of kiosks and ORAs in the area and have received feedback from architects and stakeholders for improvements to respond better to changing business needs. URA has reviewed the guidelines for ORAs along Boat Quay and has made modifications to ensure that they remain relevant and are pro-business.

Details

  1. These following guidelines have been modified :
    • Additional Temporary Occupation License (TOL) area for ORA activities can now be allowed along Boat Quay promenade. The additional TOL areas are directly adjacent to the pedestrian mall as shown in Appendix 1.
    • Operators can change the concrete aerations slabs within their TOL areas, as shown in Appendix 2, to match the existing granite slabs as shown in Appendix 3.
  1. The detailed guidelines are tabulated in Annex 1 below.
  2. All proposals are to be submitted to URA’s Development Control Division and will be evaluated on a case-by case basis depending on the merits of each proposal. All proposals are still subject to clearance from the other relevant authorities like the Land Transport Authority (LTA), Singapore Land Authority (SLA), National Parks Board (NParks), Fire Safety Bureau (FSB), Maritime Port Authority (MPA), National Environment Agency (NEA), Public Utilities Board (PUB), etc.

REVISION TO THE OUTDOOR KIOSK AND OUTDOOR REFRESHMENT AREA (ORA)

GUIDELINES FOR BOAT QUAY PROMENADE

1 Definition A structure that is small, and provides retail or F&B services to complement the use inside the main building. An unenclosed area demarcated outside a building meant for outdoor eating only. It is usually an extension of an eating/drinking establishment with kitchen located inside the building.
2 Use Provides independent services with minimum servicing requirement, eg. Light refreshments           For eating/drinking and seating only. No major food preparations are allowed.
 3  Location The kiosk and ORA can be allowed within the area designated as shown in Appendix 1. The allowable area are designated to ensure that the ORA and kiosk do not encroach areas approved for pedestrian walkways, covered walkways and tree aeration areas.
4 Structure Light framed structure.
Opaque panels, including doors and internal partitions should not exceed 1.2m high.

Up to 1m width of the kiosk can be walled with opaque panels to conceal storage space.

Light and movable structure and furniture.

Service kiosk can be allowed provided they comply with the Outdoor Kiosk Guidelines.

Umbrellas are allowed. Tent structures can be considered subject to the following:

(i)    The height of the structure is not to exceed 4m;

(ii)  The structure can be fixed onto the ground provided that the fixtures for each support are confined to one granite slab;

(iii) Existing tree is not to be pruned or removed;

(iv) Tree aeration and planting areas are to be kept open to the sky; and

(v) The structure is to maintain a minimum clear distance of 500mm from each existing lamp post.

 
 5 Size In general, the footprint of each kiosk should not exceed 15m2.

 6  Height Maximum 4m
 7 Temporary Occupation License (TOL) As these proposals will be on State land, Applicants will have to obtain Temporary Occupational License (TOL) from SLA or its appointed agent.
8 Paving of TOL area Today, the tree aeration area around each tree next to the pedestrian mall consists of a 500mmx500mm unsealed area and a large sealed aeration area which is covered by concrete aeration slabs as shown in Appendix 2. The operator may retain the existing tree aeration areas and slabs provided that the perforations on the aeration slabs are not sealed or covered up. The 500mmX500mm unsealed aeration area is also not to be used for ORA or kiosk activities;

Alternatively, the operators may remove and replace the existing aeration slabs with 285mmX1185mmX40mm(thick) granite slabs to match the existing to create a more usable area for ORA activities subject to the following guidelines:
For each of the trees next to the pedestrian mall, a 2mX1.5m unsealed aeration area planted with shrubs is to be provided as shown in Appendix 3; and

For the tree within the existing ORA, a 1mX1m unsealed aeration area shall be maintained. In addition, on both sides of the unsealed aeration area, a 1mX1m sealed aeration area covered by non-perforated precast concrete slabs with 10mm gap between each one shall be provided. Please refer to Appendix 3.
9 Submission Requirement

Standard Plans and Elevations showing:

The location of the proposed kiosks in relation to the surrounding features on the pedestrian mall, such as landscaping, furniture, lamppost etc, and pedestrian network;

The size of the kiosk clearly annotated; and

Detailed Plan & Elevation in 1:50 scale showing:

The materials and finishes of the roof, frame structure, low wall, glazing etc of the kiosk, with dimensions and annotations.

 

 

Standard Plans and Elevations showing:

The location of the proposed ORA in relation to the surrounding features, such as the shophouse unit, tree planting areas, furniture, lamppost and pedestrian mall etc;

The boundary of the proposed ORA as defined by markers for example, planters or flower pots/beds. The layout of the tables and chairs within the boundary of the proposed ORA shall also be shown;

Detailed Plan & Elevation in 1: 50 scale showing:

The proposed structures such as umbrellas and furniture with annotation on the type and size of structure and materials as well as the proposed paving; and

If the proposed structure is to be fixed to the ground, the existing paving shall also be shown to illustrate that the fixtures for each support are confined to one granite slab.
