Objective This circular explains the revised guidelines to allow additional areas to be used for ORA activities along Boat Quay Promenade as well as to address the treatment for the paving in relation to the existing promenade and tree aeration areas. This circular supercedes the guidelines set out in the circular dated 2 December 2002.

Service kiosk can be allowed provided they comply with the Outdoor Kiosk Guidelines.
Umbrellas are allowed. Tent structures can be considered subject to the following:
(i) The height of the structure is not to exceed 4m;
(ii) The structure can be fixed onto the ground provided that the fixtures for each support are confined to one granite slab;
(iii) Existing tree is not to be pruned or removed;
(iv) Tree aeration and planting areas are to be kept open to the sky; and
(v) The structure is to maintain a minimum clear distance of 500mm from each existing lamp post.
Standard Plans and Elevations showing:
The location of the proposed kiosks in relation to the surrounding features on the pedestrian mall, such as landscaping, furniture, lamppost etc, and pedestrian network; The size of the kiosk clearly annotated; and
Detailed Plan & Elevation in 1:50 scale showing: The materials and finishes of the roof, frame structure, low wall, glazing etc of the kiosk, with dimensions and annotations.
The location of the proposed ORA in relation to the surrounding features, such as the shophouse unit, tree planting areas, furniture, lamppost and pedestrian mall etc;
The boundary of the proposed ORA as defined by markers for example, planters or flower pots/beds. The layout of the tables and chairs within the boundary of the proposed ORA shall also be shown;
Detailed Plan & Elevation in 1: 50 scale showing:
The proposed structures such as umbrellas and furniture with annotation on the type and size of structure and materials as well as the proposed paving; and If the proposed structure is to be fixed to the ground, the existing paving shall also be shown to illustrate that the fixtures for each support are confined to one granite slab.
