Minor amendment to approved plans for the erection of new buildings/A&A to existing buildings.
Explanatory Notes for Minor Amendment to Approved Layout/Additions & Alterations to Existing Buildings
Applications for written permission for minor amendment (50m2 or less) to approved plan for erection of new building or additions & alterations to existing buildings shall be made in accordance with the following requirements:
1. Application forms

i. | Every application must be made on the prescribed application form. |
ii. | Declaration in the application form has to be by a Qualified Person and consent letter must be obtained from the applicant/owner. Where the applicant is not the owner of the land or premises, the application must be accompanied by a letter of consent from the owner or the owner's solicitors (including the case where an option to purchase the land or premises has been exercised). For land leased from government/statutory bodies such as JTC and HDB, letter of consent from the government/statutory bodies is necessary. |
iii. | All statistical entries to the form must be clearly annotated. |
iv. | The application must be accompanied by the Land Title Declaration Form |
2. Plan
[These plans must be submitted through Electronic Development Application (EDA)]
One copy of plan showing the changes in floor area is to be submitted.
3. Fee

4. Definition of Owner
"Owner" in relation to land or premises is defined in the Planning Act (Cap 232, 1998 Ed) as the person for the time being receiving the rent of the land or premises whether on his own account or as trustee for any other person or as receiver (not being appointed by or on behalf of a mortgagee) or the person who would receive the rent if the land or premises were let to a tenant and includes:

(a) | a mortgagee in possession; and |
(b) | the purchaser of any newly constructed premises or part thereof in respect of which a temporary occupation permit or a certificate of statutory completion has been granted. |
5. Definition of Qualified Person
"Qualified Person" means a person who is registered as an architect under the Architects Act (Cap 12, 1992 Ed.) or who is registered as a professional engineer under the Professional Engineers Act (Cap 253, 1992 Ed.).

i. | This submission is not applicable to buildings under conservation. |
ii. | Rule 4(3) of the Planning (Development) Rules, is reproduced below for information of applicants. |
"Any person who submits an application which contains any statement or particular which is false shall be guilty of an offence and shall be liable on conviction to a fine not exceeding one thousand dollars or to imprisonment for a term not exceeding three months or to both." |
