Application for written permission for erection of buildings / amendments to approved plans.
Submission Requirements & Explanatory Notes to Erection of Buildings / Amendments to Approved Plans
Under the powers conferred by the Planning (Development) Rules, the Competent Authority hereby requests that all applications for written permission for erection of buildings and amendments to approved plans be made in accordance with the following requirements:
1. Description of proposed development
In the application form, applicant should state clearly whether his application is for written permission to erect buildings, to retain buildings already erected on site, to reconstruct existing buildings or to amend approved plans.
2. Application forms

i. | Every formal application for the erection of buildings / amendments to approved plans must be made on the prescribed application form. |
ii. | The application form must be accompanied by a letter of authorisation or endorsement from the owner/s of the land. Where an option to purchase the land has been exercised, the application must be accompanied by a letter from the owner or the owner's solicitor. |
iii. | The application must be accompanied by the Land Title Declaration Form. |
iv. | All statistical entries to the form must be clearly annotated. |
v. | Every application for erections that fall within the following planning areas must be accompanied with a copy of the plan submission checklist for urban design guidelines. Please download the Checklist here [DOC, 45.00 KB].

3. Plans to be submitted
[These plans must be submitted through Electronic Development Application (EDA)]
Every application must be accompanied by:
Information for plans to be submitted
i. | Proposal Plan | |
a. | The proposal plan must be a true cadastral and topographical representation of the land concerned in the application, clearly indicating the existing building(s) and the proposed additions and alterations in distinctive colours. | |
b. | The proposal plan shall be drawn to scale as appropriate. Building (existing and proposed extension) setbacks from the lot boundaries need to be clearly indicated. | |
c. | If additional car parks are required, they shall be clearly demarcated on the proposal plan or the sketch plan depending on their location. | |
d. | The following particulars must be clearly shown on the Proposal Plan:

e. | If the development is for detached houses, linked houses, semi-detached houses and terrace houses, the plot area of each dwelling unit is to be indicated on the proposal plans and in the case of detached houses and linked houses, the site coverage of each unit is to be indicated. | |
ii. | Sketch plan | |
a. | Sketch floor and elevational plans shall be drawn to scale as appropriate. | |
b. | The proposed additions and alterations to the existing building(s) shall be clearly indicated with distinctive colours in the sketch floor and elevational plan. | |
c. | The use of the existing building(s) and the proposed extension shall be indicated on the sketch floor plans. | |
4. Survey/topographical plan
If the proposed development is on sloping and undulating land, the application must be accompanied by one copy of survey plan showing the existing contours at 1 metre intervals/spot levels of the development site. The survey plan should preferably be on the same scale as the proposal plan.

6. Definition of Owner
"Owner" in relation to land or premises is defined in the Planning Act as the person for the time being receiving the rent of the land or premises whether on his own account or as agent or trustee for any other person or as receiver (not being appointed by or on behalf of a mortgagee) or who would receive the rent if the landor premises were let to a tenant and includes a mortgagee in possession.
7. General
Applicant should ensure that there is legal access to the subject site before making an application.
In order that the application can be processed quickly, all particulars relevant to the proposed development should be given. The Competent Authority may also request additional information on the application under consideration.
In connection with the above, Rule 4(3) of the Planning (Development) Rules, is reproduced below for your information.
"Any person who submits an application which contains any statement or particular which is false shall be guilty of an offence and shall be liable on conviction to a fine not exceeding one thousand dollars or to imprisonment for a term not exceeding three months or to both such fine and imprisonment".
