Application for outline planning permission.
Explanatory Notes to Outline Application
Under the powers conferred by the Planning (Development) Rules, the Competent Authority hereby requests that all Outline Planning Applications for erection of new buildings and additions and alterations to existing buildings be made in accordance with the following requirements:
1. Application form
Requirements for Outline Planning Application Submissions
a) | Every Outline Planning Application for the erection of new buildings and additions and alterations to existing buildings must be made on the prescribed application form. |
b) | The forms must be endorsed by the applicant and the owner/s of the land by a letter of consent. Where an option to purchase the land has been exercised, the application must be accompanied by a letter of consent from the owner or the owner's solicitor. |
c) | All statistical entry to the form must be clearly annotated. |
2. Plan to be submitted
Every application must be accompanied by a plan with cadastral information for part lot submission.
Marking requirements for subject land on the location plan

b) | The subject land must be verged red. Proposed parcellation can also be indicated on the location plan. |
3. Fee

4. Definition of Owner
"Owner" in relation to land or premises is defined in the Planning Act (Cap 232, 1998 Ed) as the person for the time being receiving the rent of the land or premises whether on his own account or as trustee for any other person or as receiver (not being appointed by or on behalf of a mortgagee) or the person who would receive the rent if the land or premises were let to a tenant and includes:

a) | a mortgagee in possession; and |
b) | the purchaser of any newly constructed premises or part thereof in respect of which a temporary occupation permit or a certificate of statutory completion has been granted. |
5. Collective sale
A Declarative using Form DC/MCST/DCLN [DOC, 91KB] must be submitted together with this application for outline permission to redevelop a strata-titled development if the application is made with a view to a Collective Sale and have signed the collective sale agreement before 4 Oct 2007.
For collective sale agreement signed on or after 4 Oct 2007 which needs to be submitted to Strata Title Board, a Declaration using Form DC/MCST/DCL_B [DOC, 77KB] must be submitted together with this application for outline permission to redevelop the strata-titled development. Otherwise, you will need to provide documentary evidence of all the owner’s consent for the strata-titled development.

6. General
General information
a) | Only one application, either outline or formal, for a particular site will be accepted for consideration by the Competent Authority at any one time. |
b) | Applicant should ensure that there is legal access to the subject site before making an application. |
c) | In order that the application can be processed quickly, all particulars relevant to the proposed development should be given. The Competent Authority may also request additional information on the application under consideration. |
d) | In connection with the above, Rule 4(3) of the Planning (Development) Rules, 1990 Ed. is reproduced below for your information. |
