Authorisation Conditions for Childcare Centres

Find out when you can set up a childcare centre without needing planning permission from URA.

No planning permission is required to convert to a childcare centre in the following developments:

  • Commercial buildings (e.g. shopping centres)

  • Mixed commercial and residential developments (within premises approved for commercial use in the development and excludes shophouses/shopflats; Refer to diagram)

  • Hotel (within premises approved for commercial use in the development; Refer to diagram)

  • Civic and Community institutions (e.g. community centres, association buildings)

  • Education institutions (e.g. schools)

  • Medical and healthcare buildings (e.g. hospitals)

  • Sports and recreation premises (e.g. clubhouses)

  • HDB void decks

The above authorisation is subject to the following conditions:

  1. The development is not subject to special planning conditions on allowable building uses.

  2. The Gross Floor Area (GFA) of the childcare centre is less than 50% of the total GFA of the development.

  3. You have complied with the licensing requirements from relevant government agencies before commencing the use.
