Venue Application for Food Trucks at Marina Bay
Learn how to apply for a Non-Renewable Temporary Occupation License to operate food trucks along Marina Bay's waterfront promenade.

To provide a greater variety of food and beverages along the Marina Bay waterfront promenade, interested food truck operators can park and operate at the following spaces:
Lots 1 and 2, The Promontory at Marina Bay
Lots 3 and 4, Event Square (next to Bayfront Link)
Lot 5, near Red Dot Design Museum
To park and operate a food truck along Marina Bay's waterfront promenade, operators should submit an application to URA to obtain a Non-Renewable Temporary Occupation Licence (NRTOL) which supports such activities to be held on a short-term, temporary basis. All food truck operators must abide by the NRTOL Terms & Conditions [PDF, 77 KB] and Special Conditions for Food Trucks and Event Trucks [PDF, 121 KB].
Which Lot should I apply for?
Refer to the food truck location map [PDF, 1.18 MB] for the designated spaces along the waterfront promenade.
Lots 1, 2 and 5 may be applied on a daily basis up to 3 months, while Lots 3 and 4 at the Event Square are balloted in blocks of 3-months with fixed start and end dates:

Only forms submitted within their respective application window will be processed.
For Lots 1, 2 and 5, please apply at least one (1) month before the start date, but not more than six (6) months in advance.
For Lots 3 and 4, the application window for each round of balloting opens roughly four (4) months in advance, based on the dates reflected in the table below. To encourage rotation among food truck operators at the Event Square, priority will be given to food truck operators who are not allocated Lots 3 or 4 in the current round. Approved applicants will receive an email from URA advising them of the payment process and conditions of use. Accepted applicants are required to make payment in full before the start of the approved NRTOL period.

How to apply
Please note that only operators with valid licences to operate food trucks should apply. Incomplete applications will not be processed.

Frequently Asked Questions
I see that the designated food truck locations fall within Marina Bay only. To operate my food truck at other locations, can I also submit an application through URA?
URA processes food truck applications only for Marina Bay. All other locations that may be permitted for food truck operations are not under URA’s purview. We advise the operator to reach out directly to the respective landowners for permission to operate on their grounds.
What is a Non-Renewable Temporary Occupation Licence (NRTOL), and how long can each NRTOL period be for?
The NRTOL is a temporary licence that allows the occupant the use of state land for approved purposes on a short-term, temporary basis.
The minimum NRTOL period for the operations of food trucks at Marina Bay is a one-day occupancy. The maximum allowable NRTOL period is 3 months (per application). At the end of each NRTOL period, the operator is required to submit a fresh application if it wishes to continue its operations at Marina Bay, subject to URA’s approval.
Which other permits or licences do I require to make a NRTOL application for my food truck?
As part of its application to URA, the operator is required to submit a valid Mobile Food Wagon licence from the Singapore Food Agency (SFA), as well as approval from the Land Transport Authority (LTA) on the use of the food truck. Additionally, the operator is responsible for ensuring it has obtained all other licences or permits that may also be necessary for its operations (e.g. Licences from SCDF, SPF, NEA).
I wish to apply to operate at Lot 1 or Lot 2 at The Promontory. Do I need to ballot for a lot?
Lots 1 and 2 are currently processed on a first-come-first-served basis. We accept applications not more than six (6) months in advance. Balloting applies only to Lots 3 and 4 at the Event Square.
I wish to ballot for a lot at the Event Square. Must I specify either Lot 3 or Lot 4 in my application?
URA will draw two successful applicants before assigning the lots at random. Within your application, you may indicate your preferred lot number but this will not affect the probability of success of your ballot.
Will my food truck be given priority at balloting if it has never operated at Lots 3 or 4 before?
To encourage rotation among food truck operators at the Event Square, priority will be given to food truck operators who are not allocated Lots 3 or 4 in the current round (see Illustration A below).

Will my food truck’s F&B offering clash with the adjacent operator’s?
URA does not actively curate or deconflict the offerings of adjacent food trucks and all applications are evaluated based on their own merit.
How do I know if the ballot is conducted fairly?
The ballot will be conducted in-person at the URA building. Eligible applicants will be invited to attend and witness the session, but attendance is not compulsory.
How long does the application process take?
The normal processing time is 3-4 weeks, depending on the accuracy and completeness of documents received. Please note that URA will only process complete applications.
What are the payment terms like?
Payment for the NRTOL fee is to be made in full and prior to the approved NRTOL start date. URA does not accept monthly or instalment payments.
What amenities are provided under the food truck NRTOL?
The NRTOL solely permits the use of state land for food truck operations. All operational and cooking amenities should be self-provided and physically contained within the food truck (e.g. water supply, in-built generators and power points). If additional power is required, operators may apply to tap onto one of Marina Bay’s smart poles, subject to URA’s approval. Separate utilities charges will apply.
My food truck requires an external source for electricity. What are the electrical charges like?
Food trucks should be self-sufficient in power as best as possible. Requests to set up external generators will not be supported. Where additional electrical supply is required, the operator may apply with URA to tap onto one of the smart poles, subject to approval. The power supply located on each smart pole is an Industrial CEE-formed socket with 32amp single phase. Operators are required to submit a single line diagram (SLD) endorsed by a licensed electrical worker (LEW), for URA’s approval prior to the connection. In addition, operators are required to supply and install a Circuit Breaker for their distribution board and cover loose cables with a cable floor tray that shall be cleared from site at the end of each day.
Each electrical point will be charged $25.10 per day. An application charge of $74.60 per NRTOL will also apply. Both rates are inclusive of 9% GST.
Can I set up my own tables and chairs beside the food truck?
Please note that under the NRTOL Terms & Conditions [PDF, 77 KB] and Special Conditions for Food Trucks and Event Trucks [PDF, 121 KB], the set up of tables, chairs or other temporary structures such as umbrellas and tentages are not permitted. Your customers should enjoy your food and beverages as takeaways.
Are there any black-out dates that I should take note of?
URA reserves the right to request food truck operators to shift to other locations or avoid operations on specified dates (e.g. National Day and New Year’s Eve Countdown, as part of security and crowd control measures).
