Singapore’s Central Area comprises a number of distinctive districts, each with their own unique character and mix of uses. These areas and the city skyline are the result of careful planning.

URA has developed a set of guidelines for drone shows in Marina Bay, the Padang and other locations within the Central Area to ensure that drone shows are properly curated and align with the image of the Central Area and Singapore as a distinctive global city.

  • Non-commercial drone shows such as wedding proposals can be considered, subject to venue owner’s approval

 Guidelines

  • Minimum number of 300 drones for suitable scale

  • Rehearsals must be conducted between 11pm and 7am

  • All design/content must be approved by URA

  • Design/content may be referred to URA for approval by venue owner, if necessary

  • Strictly no explicit commercial advertisement/call-to-action within the show content (no logo or text of brand)

  • For national events and celebrations or large-scale events supported by a government agency, branding (e.g. company logo or name, event name that includes a commercial brand, commercial venue name or logo) can be portrayed as end-of-show credits lasting no more than 10s (subject to approval)

  • Strictly no sensitive/contentious content (e.g. politics, religion); Advertising Standards Authority of Singapore (ASAS) & Singapore Code of Advertising Practice (SCAP) guidelines apply  

  • Content/event/brand must be suitable for a general audience

  • Applicant to have proper permits including insurance coverage

  • Subject to approval from relevant agencies such as CAAS, SPF and from venue owners

Drone shows in the Central Area will require approval by the relevant landowners, and applicants must obtain the necessary permits (opens in new tab) from the Civil Authority of Singapore (CAAS) and relevant agencies, such as the Singapore Police Force (SPF), before the drone show is permitted to proceed.

All designs and content for drone shows planned at Marina Bay and the Padang must be approved by the Urban Redevelopment Authority (URA).

URA and landowners reserve the right to stop any drone shows if prior approval has not been sought and/or showcase content has not been approved.

The designated area for drones to take off at Marina Bay are:

  • The Promontory (managed by URA)

  • The area between NS Square and the Esplanade Singtel Waterfront Theatre (managed by SLA; Lot TS11-00605N PT)

To use these areas for drone shows, you must submit an application to obtain a Non-Renewable Temporary Occupation License (NRTOL) for holding the drone show on a short-term temporary basis.

Please submit the event application form at least one (1) month before the drone show date, but no more than nine (9) months in advance.
