Find out how to apply for approval to stage large-scale events in Marina Bay's public spaces.
We manage the following public spaces in Marina Bay, which serve as event spaces:

Non-Renewable Temporary Occupation Licence (NRTOL)
If your event requires set-up, you must submit an application to obtain a Non-Renewable Temporary Occupation License (NRTOL) for the event to be held on a short-term temporary basis.
Refer to the Venue Fees Rate Card [PDF, 180 KB] for the different rates that may be applicable to your event. Charges are only for the use of the event space(s) and utilities and do not include event structures.
Please also note that there may be food trucks and/or event trucks operating along the Marina Bay waterfront promenade during your occupation period. For event organisers that are keen to bring in food trucks and/or ambulances to be parked at the designated lots, please check with URA on the availability of the lots and submit a separate application accordingly. Alternatively, they can be parked within the event space itself (only permitted at Bayfront Event Space and The Promontory) with proper ground protection.
To allow us to review your NRTOL application, please submit the event application form at least one (1) month before the event date, but not more than six (6) months in advance for the Bayfront Event Space and nine (9) months in advance for the remaining event spaces.

Noise Guidelines for Events
Event organisers are encouraged to implement appropriate measures to promote safe listening for events with high sound levels.
Examples of settings with high sound levels include events with amplified music, festive celebrations, and award presentations.
Refer to the Guide for Protection of Hearing for practical recommendations to promote safe listening.
Adhoc and transitory events
For events with less than 150 participants, for a duration of less than five hours and without set-up (e.g. tables, chairs, tentage) or banners/posters displayed, there is no need to submit any application or venue fees. For such ad hoc use of the spaces, availability is not guaranteed.
Due to the proximity of the event spaces to offices and residences, event organisers must put in place noise mitigating measures to mitigate any disamenity to stakeholders, including but not limited to:
Orientating the stage and speakers away from residential developments. Please indicate in your layout plan the location and direction that your stage and speakers will be facing for review.
Sound-checks, announcements, and playing of music should not be done before 9.00am and after 10.30pm.
Always avoid excessive music and sound levels throughout the event.

Sports and exercise activities
Usage of any sport-related equipment should be handled with care to avoid any damage to public infrastructure. Precautionary measures should be put in place, including but not limited to the following:
Adequate floor protection for any equipment placed on the ground, especially heavy weights
No tying of resistance bands to any structures onsite e.g. Breeze Shelters, signage
No throwing or slamming of weighted exercise balls or other heavy equipment onto the ground.
As no fees would be charged for adhoc activities, no exclusive rights will be accorded for the use of the public spaces. Please use the space responsibly and should there be other users, all parties are strongly encouraged to co-exist and share the space as reasonably possible. Sound-checks, announcements, and playing of music should not be done before 9.00am and after 10.30pm.
Transitory Events
Organisers of transitory events (e.g. runs or walks) are required to inform and submit details (i.e. route map) to the respective venue owners/managers to ensure that there is no conflict of events happening on the same day.
There will be no fee involved if the event participants are transiting through the area without any setup onsite.
However, if setup is required (e.g. hydration points) the setup must not exceed 9sqm. For setup that exceed 9sqm, please apply for a Non-Renewable Temporary Occupation Licence (NRTOL).
Marketing Activations
Marketing activations are not permitted and can only be considered as part of an organised event or event truck with a NRTOL.
Busking activities
Buskers who have a valid Busking Card (Letter of Endorsement) from the National Arts Council (NAC) and are keen to busk at the four (4) designated busking locations at Marina Bay are required to book timeslots via the busking e-service portal:

Marina Bay waterfront promenade – Breeze Shelters
Marina Bay waterfront promenade – Mist Walk (near Red Dot Design Museum)
Marina Bay waterfront promenade – Mist Walk (Olympic Walk)
Essential information to note:
Buskers who have successfully secured their timeslots are required to ensure that the main pedestrian walkway remains unobstructed throughout their performance.
Authorised personnel may conduct checks on busking activities.
Any buskers found to be non-compliant will be requested to stop their performance and have their particulars taken down and submitted to the relevant authorities for follow-up action.
