List of approved amendments to Singapore’s Master Plan 2025, detailing recent zoning and plot ratio changes now in effect.

PLANNING (MASTER PLAN) RULES (R1)
Notice under Rule 4
Notice is hereby given that the following proposals for amendment to the Master Plan were submitted to the Minister for National Development:
1) Rezoning of Lots MK27-03748C (pt) & MK27-07035V (pt), at Elite Park Avenue [PDF, 628.87 KB], from Residential Zone (Landed) to Road Zone.
2) Designation of Lot MK27-00462M (pt), at Bedok Avenue [PDF, 745.77 KB], as a Conservation Area in the Master Plan.
3) Rezoning of Lots TS24-00546W, TS24-00548P & TS24-00547V, at River Valley Road [PDF, 568.01 KB], from Residential Zone at a plot ratio of 1.4 (gross) to Residential with Commercial at 1st Storey Zone at a maximum permissible plot ratio of 1.4 (gross).
A certified copy of the proposals may be inspected during office hours at the Urban Redevelopment Authority, The URA Centre, 1st Storey Customer Service Centre, 45 Maxwell Road, Singapore 069118, from 5th June 2026 to 4th July 2026. The proposal may also be viewed at www.ura.gov.sg (amendments to Master Plan website).
Any objection or representation to the proposal may be sent in writing to the Permanent Secretary, Ministry of National Development, 5 Maxwell Road, Singapore 069110, on or before the 4th July 2026, and shall state the grounds on which it is made, as required under Rule 5 of the Planning (Master Plan) Rules (R1).
