Amendments To Master Plan 2025
List of approved amendments to Singapore’s Master Plan 2025, detailing recent zoning and plot ratio changes now in effect.

PLANNING (MASTER PLAN) RULES (R1)
Notice under Rule 4
Notice is hereby given that the following proposals for amendment to the Master Plan were submitted to the Minister for National Development:
1) Rezoning of Lots MK04-07574A (pt), MK04-06505P (pt), MK04-06172K (pt), etc., at Holland Plain / Holland Link / Old Holland Road / Holland Road [PDF, 757 KB], from:
(i) Residential Zone / Residential Zone (Landed) / Residential Zone at a plot ratio of 1.4 (gross) / 1.8 (gross) to Park Zone / Road Zone;
(ii) Park Zone to Residential Zone at a maximum permissible plot ratio of 1.4 (gross) / 1.8 (gross) / Road Zone;
(iii) Road Zone to Residential Zone at a maximum permissible plot ratio of 1.4 (gross) /1.8 (gross) / Park Zone; and
(iv) Waterbody Zone to Road Zone.
2) Rezoning of Lots MK01-04373V (pt), MK01-03205T (pt), MK01-02000N (pt), etc., at Telok Blangah Road / Berlayar Close / Berlayar Drive [PDF, 3.25 MB], from:
(i) Residential Zone with plot ratio "subject to detailed planning" to Waterbody Zone / Road Zone;
(ii) Park Zone to Road Zone; and
(iii) Road Zone to Residential Zone at a maximum permissible plot ratio of 2.4 (gross).
3) Assigning the plot ratio of Lots MK01-04373V (pt), MK01-03205T (pt), MK01-04379X (pt), etc., at Telok Blangah Road / Berlayar Close / Berlayar Drive, from Residential Zone with plot ratio "subject to detailed planning" to Residential Zone at a maximum permissible plot ratio of 2.1 (gross) / 2.4 (gross).
4) Amending the plot ratio of Lots MK26-09061P, MK26-03977W & MK26-03976M, at East Coast Road [PDF, 795 KB], from Residential Zone at a plot ratio of 1.4 (gross) to Residential Zone at a maximum permissible plot ratio of 1.6 (gross).
5) Rezoning of Lots MK26-09061P & MK26-03975C, at East Coast Road [PDF, 795 KB], from Residential Zone at a plot ratio of 1.4 (gross) to Open Space Zone (Use as Drain) / Civic & Community Institution Zone / Residential Zone at a maximum permissible plot ratio of 1.6 (gross) (Use as Road).
6) Rezoning of Lots MK05-08569V (pt) & MK05-09266K (pt), at International Business Park [PDF, 799 KB], from Business Park Zone at a plot ratio of 2.5 (gross) to Business Park - White Zone at a maximum permissible plot ratio of 3.5 (gross) with a maximum permissible White use quantum of 30%.
A certified copy of the proposals may be inspected during office hours at the Urban Redevelopment Authority, The URA Centre, 1st Storey Customer Service Centre, 45 Maxwell Road, Singapore 069118, from 27th March 2026 to 25th April 2026. The proposal may also be viewed at www.ura.gov.sg (amendments to Master Plan website).
Any objection or representation to the proposal may be sent in writing to the Permanent Secretary, Ministry of National Development, 5 Maxwell Road, Singapore 069110, on or before the 25th April 2026, and shall state the grounds on which it is made, as required under Rule 5 of the Planning (Master Plan) Rules (R1).
