Climate change
With climate change impacts such as rising seas and heat in mind, plans focus on strengthening Singapore’s resilience through protective infrastructure and climate-responsive design.
We will plan for infrastructure that can protect Singapore against the effects of climate change, such as rising sea levels, intense rainfall, and the Urban Heat Island Effect. Given Singapore’s scarce land resources, we will continue to design such infrastructure to be multifunctional and meet multiple needs.

For example, the Marina Reservoir and Barrage not only enables us to increase our water supply and alleviate floods, but is also a community space for kayaking, picnicking and kite-flying.
We will continue to tap on research and technology to plan, design, and fit out our districts and buildings to mitigate the Urban Heat Island effect. For example, under the ‘Cooling Singapore 2.0’ project, we are building a digital twin to holistically simulate the contributing factors to Singapore’s urban climate, allowing us to assess the effectiveness of various heat mitigation measures. Through the use of such climatic modelling tools in the planning of new residential towns and estates, we are able to strengthen key wind corridors, and identify potential hotspots for enhanced greenery placement.
