Notice of proposed amendments to Singapore’s Master Plan 2025, detailing recent zoning and plot ratio changes now in effect.

Notice Under Rule 4
Notice is hereby given that the following proposals for amendment to the Master Plan were submitted to the Minister for National Development:
Rezoning of Lots MK22-06503A (pt), MK22-09251X (pt), MK22-09674V (pt), etc., at Upper Serangoon Road [PDF, 598.20 KB], from Residential Zone at a plot ratio of 2.8 (gross) / Educational Institution Zone to Road Zone.
Rezoning of Lot MK22-06503A (pt), at Lim Ah Pin Road [PDF, 598.20 KB], from Educational Institution Zone to Educational Institution Zone (use as drain).
Rezoning of Lots MK24-05554W (pt), MK24-96446X (pt), MK24-06139V (pt), etc., at Geylang Bahru / Kallang Bahru [PDF, 804.99 KB], from:
Residential Zone at a plot ratio of 2.8 (gross) / Park Zone / Road Zone to Residential with Commercial at 1st Storey Zone at a maximum permissible plot ratio of 3.0 (gross) / Park Zone;
Road Zone / Park Zone to Residential Zone at a maximum permissible plot ratio of 2.8 (gross); and
Residential Zone at a plot ratio of 2.8 (gross) / Utility Zone / Park Zone / Road Zone to Road Zone / Utility Zone / Reserve Site.
Rezoning of Lots MK28-07088X, MK28-07310X, MK28-07306N, etc., at Simei Avenue [PDF, 629.75 KB], from:
Transport Facilities Zone to Health & Medical Care Zone / Road Zone; and
Road Zone to Health & Medical Care Zone / Transport Facilities Zone.
A certified copy of the proposals may be inspected during office hours at the Urban Redevelopment Authority, The URA Centre, 1st Storey Customer Service Centre, 45 Maxwell Road, Singapore 069118, from 14 August 2026 to 12 September 2026. The Amendments to Master Plan may also be viewed online.
Any objection or representation to the proposals may be sent in writing to the Permanent Secretary, Ministry of National Development, 5 Maxwell Road, Singapore 069110, on or before the 12 September 2026, and shall state the grounds on which it is made, as required under Rule 5 of the Planning (Master Plan) Rules (R1).
