Strata-titled Residential

Internal works within your flat, condominium or strata landed unit do not require planning permission when there is no increase in Gross Floor Area (GFA) and the premises continues to function as a self-sufficient residential unit with the essential communal spaces and amenities.

Internal Partitioning Works
Internal partitioning works within a residential unit can be exempted from planning permission provided that the partitioning does not alter the nature of the original unit to function as a single self-sufficient residential flat1 with essential communal spaces and amenities such as living/dining area, kitchens and service yards (if any).
1 Any proposed internal partitioning works which result in the creation of new sub-units within the original residential dwelling unit are not exempted from planning permission.
Covers over Private Enclosed Spaces (PES), Private Roof Terraces (PRT) & Balconies
The installation of open-sided covers over private enclosed spaces (PES), private roof terraces (PRT) and balconies in flats, condominiums, and strata landed houses does not require planning permission from URA. Homeowners are to seek consent from their MCST and ensure that the covers meet the requirements of other relevant agencies such as the Building and Construction Authority (BCA) and the Fire Safety and Shelter Department (FSSD, SCDF), where necessary.
Balconies
Balconies2 are meant to be semi-outdoor spaces and shall not be enclosed with walls or glass panels. Blinds are akin to furnishing and can be allowed at balconies without planning permission from URA.

Loft / Furniture Deck
Lofts that are designed as a furniture decks can be allowed within a residential unit without planning permission from URA. Such lofts / furniture decks are limited to one per residential unit and the size of the loft shall not exceed 5sqm.
Works Involving Increase In GFA
If the home improvements works within strata units involve an increase in GFA, a letter signed by the Secretary or Chairperson of the council of the estate's management corporation (MC) is required. The letter should explain that the MC has via a 90% resolution authorised the homeowner to carry out the proposed works to his/her strata unit.
