Applicability and Criteria
For new erection, reconstruction, additions and alterations of industrial, warehouse, worker’s dormitory development on HDB and JTC land, please refer to criteria.
Who can submit?
Qualified Professional (registered architect or engineer) or an Authorised Person* (AP) appointed by Housing Development Board (HDB) or JTC Corporation (JTC).
* An “Authorised Person” means an appointed architect or engineer in the employment of HDB or JTC to take charge of the operations involving the development.

Lodgment Fee
$1,200 for new erection/reconstruction and $850 for additions/alterations.
How to lodge?
From 1 Oct 2025, all new projects with Gross Floor Area (GFA) of 30,000m2 and above must be submitted via CORENET X. You may visit the CORENET X Portal to make your submission.
New projects with a GFA below 30,000m2 may continue to be submitted via CORENET 2. To do so, please complete and lodge the plans using the EDA form and accompanied by 1 copy each of the proposal plans (scale 1:200 or 1:500), sketch plans (scale 1:100). Please ensure all proposals are endorsed by JTC or HDB. Submit via CORENET 2.
After plan is lodged
An acknowledgement letter will be issued by URA.
If the lodgment application is made under CORENET 2, please proceed to apply for approval from Building & Construction Authority (BCA) if BCA’s approval is required.
The authorisation is valid for two years from the date of the acknowledgement letter. If works are not completed within the two years validity period, you may apply for extension of the lodgment authorisation (up to two times). After which, a fresh lodgment is to be made.
