Complete and lodge the plans using the EDA form and accompanied by 1 copy each of the proposal plans (scale 1:200 or 1:500), sketch plans (scale 1:100), and calculation plans. Please ensure all proposals are endorsed by the lessor (e.g. SLA, SFA, NParks) and the owner of the land. Lodge lessor’s written endorsement and landowner’s consent.
1. Proposal Plan
a. The proposal plan must be a true cadastral and topographical representation of all lands in the application with the nature and extent of all works proposed clearly indicated; and
b. The proposal plan must be endorsed by the Qualified/Authorized Person and owner's consent of the land must be obtained by a letter of consent.
2. Sketch Plan
The sketch plan shall show the floor plan, cross-section of existing and proposed platform level and elevations of the building with full dimensions and boundary clearances. All new works must be shown in pink and works to be demolished indicated in broken yellow lines. Plans submitted must be signed by the owner and certified by the Qualified/Authorized Person in accordance with the Planning (Development of Land for Agriculture Use – Lodgment Authorisation) Notification.
3. Calculation Plan
The calculation plan shall show the proposed building with the detailed computation of gross floor area in a table and format, endorsed by the QP or AP.

Lodge a Location Plan, indicating where the change of use proposal is located within the development. Lodge a Floor Plan, showing the proposed layout and usage of the premises.
Please ensure all proposals are endorsed by the lessor (e.g. SLA, SFA, NParks) and the owner of the land. Lodge lessor’s written endorsement and landowner’s consent.
An acknowledgement letter will be issued by URA. Proceed to apply for approval from Building & Construction Authority (BCA) if BCA’s approval is required.
The authorisation is valid for two years from the date of the acknowledgement letter. If works are not completed within the two years validity period, you may apply for extension of the lodgment authorisation (up to two times). After which, a fresh lodgment is to be made.
Prior to the submission of the application to the Commissioner of Building Control for temporary occupation permit or a certificate of statutory completion under the Building Control Act (Cap. 29), whichever is earlier, for the operations, to submit to URA a declaration that, to the best of the QP’s knowledge and belief, the operations are carried out in accordance with the lodged plans and all relevant planning guidelines.
