Four companies and two individuals face 340 charges for providing unauthorised short-term accommodation at private residential properties

1 The Urban Redevelopment Authority (URA) has charged four companies and two individuals for allegedly providing unauthorised short-term accommodation at 170 units within 50 private residential developments across the island, in two separate Court cases. They face a total of 340 charges, with each charge carrying a maximum fine of $200,000.
2 In the first case that was heard today, 90 counts1 of unauthorised short-term accommodation were brought by URA against three companies — MR Singapore Pte Ltd, Metro Relocations Pte Ltd, and Cleaning Centre Pte Ltd [formerly Metro Relocations (Robin) Pte Ltd] — with another 90 counts brought against their Director, 44-year-old Chua Yun Da, James Chua Jr. These offences were allegedly carried out at 90 units across 22 private residential developments island wide.
3 In the second case that was earlier heard on 17 June 2025, URA charged ST Hospitality Pte Ltd and its former Chief Operating Officer, 47-year-old Goh Keng Hong Joshua, with 80 counts of providing unauthorised short-term accommodation each. They allegedly carried out the offence at 80 units within 28 private residential developments across the island.
4 The minimum stay duration for private residential properties is three consecutive months. This rule is intended to prevent frequent turnover of transient occupants, which can potentially change the residential character of a property and could negatively impact neighbouring residents.
5 URA takes a serious stance on the illegal use of private residential properties to provide short-term accommodation, which contravenes the Planning Act and is an offence punishable under the Act. URA will continue to investigate and take strict enforcement action against those found to have committed such offences.
