These proposed amendments to the Master Plan may arise in any of the following situations:

(a) Change in zoning

(b) Change of plot ratios

(d) Change of the Master Plan Written Statement, etc.

Under the Planning (Master Plan) Rules 1999, these proposals are to be made available for public inspection and comments. These proposals are submitted to Minister (Natonal Development) for approval, after which, the amendments will be incorporated into the Master Plan.

The following is a list of sites currently exhibited for proposed amendments to the Master Plan 2025.

Any reproduction of information on the proposed amendments should stipulate clearly that the actual development parameters such as building height are subject to other considerations (e.g. urban design and technical requirements that affect the prescribed maximum permissible intensity for the site).

Kim Chuan Drive [PDF, 677.15 KB] (opens in new tab) The land parcel at 6 Kim Chuan Drive is being proposed for rezoning from ‘Business 2’ to ‘Civic & Community Institution’ to facilitate a development proposal received by URA. Tengah Central / Tengah Drive [PDF, 610.56 KB] (opens in new tab) The land parcels bounded by Tengah Drive and Tengah Central are being proposed for the following amendments: From ‘Educational Institution’ to ‘Road’ and ‘Health & Medical Care’ From ‘Reserve Site’ to ‘Educational Institution’, ‘Road’ and ‘Health & Medical Care’ From ‘Health & Medical Care’ to ‘Road’ The proposed amendments are to facilitate the construction of a service road to serve an educational institution and a future public hospital, and to also facilitate the construction of a covered linkway to serve the future public hospital. Jurong West Street 42 [PDF, 591.18 KB] (opens in new tab) The land parcels at Jurong West Street 42 are being proposed for the following amendments: From ‘Open Space’ to ‘Educational Institution’, and ‘Waterbody’ From ‘Educational Institution’ to ‘Waterbody’ The proposed amendments are to facilitate the development of Grace Orchard School’s new campus on the site of the former Hong Kah Secondary School.
2 October 2026	Brickland Close [PDF, 736.41 KB] (opens in new tab) The land parcels along Brickland Close are being proposed for rezoning from ‘Commercial & Residential at GPR 3.0’ to ‘Commercial & Residential at GPR 4.0’, and ‘Road’. The amendments are proposed to support future residential developments to meet demand, enable more residents to benefit from the site’s proximity to an upcoming MRT station, and provide more retail and community amenities to serve Tengah Town residents. Tomlinson Road/Orchard Boulevard [PDF, 363.75 KB] (opens in new tab) The land parcels at the junction of Tomlinson Road and Orchard Boulevard are being proposed for the following amendments: From ‘Residential at GPR 2.8’ to ‘Residential at GPR 3.5’ From ‘Residential at GPR 2.8’ to ‘Road’ The proposed amendments are to facilitate future residential developments to meet demand and enable more residents to benefit from the site’s proximity to transport nodes, such as Orchard Boulevard MRT station.
9 October 2026	Changi South Street 1 [PDF, 627.62 KB] (opens in new tab) The land parcel at 21 Changi South Street 1 is being proposed for rezoning from ‘Business 2 at GPR 1.0’ to ‘Business 2 at GPR 1.4’ to facilitate the intensification of the site for industrial use.
23 October 2026	Upper Changi Road / Upper Changi Link [PDF, 613.91 KB] (opens in new tab) The land parcels along Upper Changi Road and Upper Changi Link are being proposed for the following amendments: From ‘Residential at GPR 2.1’ to ‘Residential at GPR 3.5’ From ‘Road’ to ‘Residential at GPR 3.5’ The proposed amendments are to optimise the provision of housing in view of its proximity to MRT infrastructure. Slim Barracks Rise / Nepal Park [PDF, 626.21 KB] (opens in new tab) The land parcels at Slim Barracks Rise and Nepal Park are being proposed for the following amendments: From ‘White’ and ‘Road’ to ‘Residential with Commercial at 1st Storey at GPR 5.5’ From ‘White’ and ‘Commercial’ to ‘Road’ From ‘Commercial’ and ‘Road’ to ‘Residential at GPR 2.0’ The proposed amendments will facilitate future residential developments in One-North to support the demand for housing and enhance the area as a vibrant mixed-use business park. Boon Lay Drive [PDF, 617.25 KB] (opens in new tab) The land parcels at Boon Lay Drive are being proposed for the following amendments: From ‘Residential at GPR 3.0’ to ‘Residential at GPR 3.2’, ‘Residential at GPR 2.8’, ‘Open Space’, and ‘Road’ From ‘Residential at GPR 2.8’ to ‘Residential at GPR 3.2’, ‘Open Space’, and ‘Road’ From ‘Road’ to ‘Residential at GPR 2.8’ The proposed amendments are to facilitate a future residential development near the upcoming MRT stations, JS6 and JS7, on the Jurong Region Line. The existing Boon Lay Drive will be upgraded to mitigate increased traffic, and dedicated footpath and cycling paths will be implemented to provide residents with direct access to the MRT stations.
