Can the occupancy cap be increased for private residential properties smaller than 90sqm if I appeal?
The increased occupancy is currently only allowed for units of at least 90sqm.
I am an agent representing the registered owner who is not internet-savvy (e.g. elderly) and/or does not have a Singpass. How can the registered owner register his/her property?
Registered owners are only able to register their property for the temporary authorisation online using their Singpass or Corppass account. If the registered owner has a Singpass account but is not internet-savvy, he/she may wish to seek the assistance of an immediate family member to submit the registration online. He/She can also proceed to a nearby SG Digital Community Hub to seek digital assistance from the SG Digital Ambassadors.
If the registered owner does not have a Singpass account, he/she can apply for a Singpass account before registering the private property online.
The registered owner is deceased and I am the executor or administrator of the estate, but I cannot register for the temporary authorisation because I am not the registered owner.
You can provide us with a soft copy of the grant of probate or grant of letters of administration and any other relevant documents by submitting an online enquiry.
In the online enquiry form, please select “Website & e-Services” for the Subject field and “Development Control e-Services” for the Sub-topic field. You would need to provide your contact details. In the “Details” text box, state your request to register for increased occupancy cap for the specified address of the property and upload the necessary documents. There is no need to fill in the other segments on “Feedback Details”.
We will inform you upon verification and confirmation of the submitted documents. Thereafter, you may proceed to register the private property on the website.
I am a foreign registered owner who does not have a Singpass or only has a Singpass Foreign user Account (SFA). How can I register my property?
Registered owners who are foreigners without a Singpass account or only has a SFA may authorise someone with a Singpass account to submit the online registration on his/her behalf with a valid Power of Attorney (POA). We will require the POA documentation to be uploaded as part of the registration process.
Why am I unable to register the names of occupants in OFWAS with MOM? Do I need to wait for the authorisation letter before I proceed to register workers address with MOM?

I did not receive any authorisation email confirmation and have only received the payment receipt. Is my property deemed authorised?
The authorisation is successful only if you have received our email confirmation. Please check all your email inboxes including the junk or spam mail folder. If you are still unable to find the email, please submit an enquiry for us to look into the matter.
I wish to know whether a particular private residential property (which I do not own) has been registered for the higher occupancy cap of 8 persons.

I am a tenant of a private residential property that is larger than 90sqm. I signed a tenancy agreement before January 2024 with the landlord and it stated that only 6 occupants are allowed. Can I ask the landlord to maintain/increase the number of occupants?
The tenancy agreement is a private contract between the landlord and you. Please contact your landlord or the landlord’s agent on matters relating to the tenancy agreement.
If I renew or sign a tenancy agreement before 31 December 2028, can I continue with accommodating 8 persons after the temporary relaxation ends on 31 December 2028?
The temporary relaxation of the occupancy cap for larger private residential properties (PRP) is currently only valid till 31 December 2028. When it ceases, all PRPs will need to adhere to the original cap of six unrelated persons per property with immediate effect. It is thus the responsibility of PRP owners and tenants to ensure their tenancy agreement fully takes into consideration this information. Property owners and tenants may be held liable for infringements against the prevailing occupancy cap at their properties after the cessation of the temporary policy.
I have already registered my private residential property to qualify for the temporary relaxation of the occupancy cap. Do I need to re-register it to enjoy the latest extension till 31 December 2028?
No, there is no need for you to re-register. Your registration will continue to be valid till 31 December 2028, as long as it has not been voided or disqualified.
