We wish to inform you that the processing fees for applications involving additions and alterations (A&A) to conserved buildings will be revised with effect from 1 Nov 2013. The objective is to simplify the fees structure and consequently, a number of applications could possibly see a reduction in application fee.
Details of fee revisions
Conserved buildings within Historic Districts and Residential Historic Districts i.e. Historic Conservation Areas (see key plan in Appendix 1)
For Historic Conservation Areas, a more equitable approach will be taken to tie the revised fee to the nature of works proposed to the conserved building or conserved strata unit:
Category 1
Category 1 consists of major works which affect the key conserved features and the Qualified Person (QP) for the submission must be a Registered Architect.
Category 2
Category 2 consists of minor works and the QP for the submission can be a Registered Architect or a Professional Engineer.

For an application involving more than one conserved building or shophouse unit, or conserved strata unit, the revised fee will be computed based on the sliding rate shown in Appendix 3, instead of the current flat rate basis.
Conserved buildings within secondary settlements, bungalows areas and other conservation areas i.e. not within any Historic Conservation Areas
Currently, the processing fee for an ‘old and new’ development is a composite of the fees computed for the conserved portion and for the new construction within a development site. Under the revised fee structure, no distinction will be made between the conserved portion and the new construction. A single fee, based on Development Control’s fee schedule for new erection and A&A works, will be computed using the gross floor area of the whole development. This approach will also be applicable for applications involving national monuments.
Repair and maintenance works for all conserved buildings
For any conserved building, repair and maintenance works are expected to be carried out to keep the building in a good state. Often, the works are localised and do not alter the structure or inherent quality of the conserved building. See Appendix 4. For such works, the processing fee will be waived and the submissions can be made by owners or their contractors, similar to the submissions for building signages.

Effective Date for Revision of Fees
A copy of the Fee Schedule is available from our website for your reference at http://www.ura.gov.sg/uol/guidelines/development-control/~/media/User%20Defined/URA%20Online/Forms/Forms-for-other-development-control/dc-Fees%20Schedule_2013.ashx. We have also attached some illustrations on the computation of fees in Appendix 5 for your reference.
The revised fees will be applicable to all new applications submitted on or after the operative date of 1 Nov 2013.
The revised fees will not apply to development applications already submitted and under processing by URA. For such cases, there will be a concessionary period of 6 months from the operative date of 1 Nov 2013, i.e. till 1 May 2014, for amendment applications to approved plans where the revised fees will be compared with the existing fees and the lower of the two will be applicable.
Any proposal to carry out repair and maintenance works can be submitted using Form Consv_RM provided at http://www.ura.gov.sg/cmrWeb/Controller.jpf.
