CIRCULAR TO PROFESSIONAL INSTITUTES
Who Should Know:
Owners and tenants of shophouses, eating house operators, real estate agents, architects and engineers
Effective Date:
With effect from 11 December 2009
Details
On 4 Jun 2007, URA had released the revised list of traffic “problematic” areas where additional eating houses in shophouses are not supported so as not to worsen the existing parking and traffic problems faced by the surrounding residents.
Taking into account the changing traffic conditions and feedback from residents, URA and Land Transport Authority (LTA) have jointly reviewed and revised the list of traffic “problematic” areas. The revised list of locations is attached in Appendix A and this will supersede the previous list given in the URA circular dated 4 Jun 2007. Clementi Road/Pasir Panjang Road junction has been removed while Geylang Road (KPE to Paya Lebar Road) and East Coast Road (Still Road to Telok Kurau Road) have been added to the list where additional eating houses would not be supported due to parking and traffic problems.
Existing eating houses that were given temporary permission (TP) within the locations in Appendix A will continue to have the TP renewed as long as there are no complaints received against the use and there is no breach of planning conditions.
Proposals for eating houses in shophouses that are located outside the locations in Appendix Acan be allowed on TP provided the subject premises is zoned Commercial, Commercial & Residential and Residential with 1st storey Commercial in the Master Plan 2008. The operator will be required to take appropriate measures to minimize any potential traffic and parking problems. In addition, where the site conditions show that there could be potential traffic and parking problems, LTA’s prior clearance will be required before the proposed eating house can be granted approval.
