Objective
This guideline allows owners of sites with conservation bungalows to enjoy the benefit of including the GFA of the conserved bungalow as additional GFA over and above the Master Plan (MP) GPR.
Details of Guideline
The Voluntary Conservation Scheme was launched in 1991 to encourage conservation initiated by private owners. For sites with GPR control, owners can compute the GFA of the bungalows as additional GFA over and above the Master Plan (MP) GPR as an incentive for conserving the bungalow voluntarily.
URA carried out a review of the scheme recently and is pleased to announce that the extra GFA incentive will be extended to all bungalows conserved in future on sites with GPR control. This will benefit owners who volunteered their bungalows for conservation as well as owners whose bungalows are conserved on the initiative of URA.
Development Charge due to enhancement from change-of-use will be exempted for the conserved GFA, similar to all other conservation properties.
In line with the above policy, the Qualified Person (QP), who is registered as an Architect under the Architects Act (cap 12) and who has in force a practising certificate issued under the Act, will be required to demarcate the area of the conservation bungalow in the submission and declare the conserved GFA on the application form.
