CIRCULAR TO PROFESSIONAL INSTITUTES
The street block plan as shown in the attached plan URA/CUD PLAN RELEASE 1/2004 below is to guide the restoration of the 1st storey facades of the conservation shophouses along Bussorah Mall in the Kampong Glam Conservation Area.
Located within the 'core area' of the Kampong Glam Conservation Area, 32 units of shophouses within the 3 street blocks as marked in the plan were carefully restored by URA in 1998 to their original architecture. This include the original 1st storey façades, among which 13 units are with timber pivoted shutters, which are unique to Kampong Glam and are the only ones left in Singapore. The shophouses were subsequently sold between 2002 and 2003 with the tender conditions requiring the restored 1st storey facades to be retained.
Thus, owners who intend to carry out addition and alteration to the conservation shophouses located within the attached Street Block Plan will have to retain their original 1st storey facades, according to the "Specific Facade Restoration Guidelines" for the respective building. Plans are to be submitted to the Competent Authority for approval before carrying out any works. The "Specific Facade Restoration Guidelines" are available here.
