  1. Further to the Hillview Terrace Area Street-block plan announced on 13 May 1994, URA is pleased to release an addendum to this plan to allow building heights of up to 10 storeys if the entire street block is developed on an en-bloc basis.

  2. The revised street-block plan [PDF, 170.26 KB] (opens in new tab) ref: URA/DC Plan Release 1/2001E is attached for your reference. The guidelines are shown in Annex A.

  3. The relaxation would give additional incentive for developers to amalgamate the smaller sites and expedite the phasing out of the existing industries. With the 10-storey building height, developers would have the flexibility in having smaller footprints for the building hence, have more ground space for swimming pools, landscaping and other facilities within the development.

Annex A

URA/DC PLAN RELEASE 1/2001 E
STREET-BLOCK PLAN FOR HILLVIEW TERRACE
(BUKIT BATOK PLANNING AREA)

[ADDENDUM TO URA/DC PLAN RELEASE 3/94 E]

The revised guidelines allow building heights of up to 10 storeys for Parcel A, B, C, E, G, H, J & L if the entire street block is developed on an en-block basis. For such cases, the street block guidelines for Parcels D, F, K & I would apply.

Partial redevelopment of the street-block would have to abide by the existing parameters of party-wall developments up to a maximum of 6-storey.

For this revised street-block, residential development is guided by the following prescribed guidelines-

Landuse

Residential flat

Plot Ratio

Up to 1.92 (gross).

Building Form

Party wall construction for Parcels A, B, C, E, G, H, J & L, if only partial street-block is developed. There shall be no window openings along the common boundary of the intermediate buildings.

Free standing flats development for Parcels D, F, I & K.

This also applies to A, B, C, E, G, H, J & L, if the entire street-block is developed on an en-bloc basis.

Setback Provisions

Front:

  • 8 m for Parcels A, B & C

  • 6.75 m for Parcels E, G, H, J & L

Side: 5 m for end units only.

Rear: 5 m

Setback for flats development on Parcels D, F, I & K is subject to existing DC guidelines. This also applies to A, B, C, E, G, H, J & L, if the entire street-block is developed on an en-bloc basis.

Height Control

Up to 6 storeys for Parcels A, B, C, E, G, H, J & L for party wall development or Up to 10 storeys for en-bloc development.

Up to 10 storeys for Parcels D, F, I & K

Footnote:
The floor to floor height control for residential development are 4.5m for the first storey and 3.6m for the subsequent storey.
