The URA has completed a street block plan to guide the developments at Killiney Road and Devonshire Road as shown in the attached plan, Plan URA/DC PLAN RELEASE 3/2000E [PDF, 248.55 KB] (opens in new tab). The guidelines are shown in Annex A below.

ANNEX A

URA/DC PLAN RELEASE 3/2000E STREET-BLOCK PLAN FOR KILLINEY ROAD AND DEVONSHIRE ROAD (RIVER VALLEY PLANNING AREA)

The prescribed guidelines for the Street Block Plan at Killiney Road and Devonshire Road are:

Land Use	Residential with Commercial at 1st storey only. Full Residential development is also allowed
Gross Plot Ratio	Maximum 2.8
Building Form	The developments shown as hatched in Appendix 1 are to be party wall developments, where there shall be no window openings in the party walls. For Lots 782 and 99-01, the developments can remain as stand-alone buildings.
Setback Control	Front	A minimum building edge of 3-storeys is to be provided along Killiney and Devonshire Roads, abutting the road reserve line.
	Side	To abut boundary with no window openings. For Lot 90-04, a party-wall along the side boundary and for Lots 89-02, 599, 89-10 and 89-09, party walls along the rear boundary are to be provided.
	Rear	Can abut service road.
Height Control	Maximum 6 storeys.
Covered Walkway	Overall width	3.0m (min)
	Clear width	2.4m (min)
	Soffit height	3.6m (max)
Vehicular Access Arrangement	From the service road at the rear
