Who Should Know:
Developers and solicitors.
Effective Date:
With effect from 13 February 2008.
Objective
This is to inform our customers of the enhancements to the Controller of Housing (COH) website and the electronic service to apply for variations to the prescribed forms (Option to Purchase and Sale & Purchase Agreement). The enhancements are part of our continuous efforts to provide better service.
Background
The COH website provides information on licensing requirements, prescribed forms and project account for easy reference by our customers. The website also hosts electronic services (e-services) where customers can submit their applications electronically, e.g. application to vary terms in the prescribed forms.
Enhancements
The key improvements to the COH website are as follows:
information is now categorised to make navigation and access faster and easier, e.g. housing developer’s licence matters and prescribed forms matters;
customers who are looking for information on specific areas, e.g. project account, can choose from a comprehensive list under the column “I want to”; and
customers can now subscribe to news releases or circulars on COH matters. An email notification will be sent to the registered subscriber whenever COH issues a news release or circular.
In addition, the e-service for application to vary terms in the prescribed forms has been enhanced to make it easier for applicants to submit their applications:
the requirement for applicant to submit an authorisation letter by a licensed developer before he can use the e-service has been waived. Instead, the applicant may declare in the online application that he has been duly authorised by the licensed developer to submit the application;
an applicant no longer has to login to the e-service using the Singapore Personal Access, i.e. SingPass. Instead, the applicant just has to key in the housing developer’s licence number to begin using the e-service; and
the number of files which can be uploaded for submission has been increased from 3 to 10.
We invite you to visit our new website at the following url: http://spring.ura.gov.sg/lad/eCoH/eServices/dev_licence.cfm. If you have suggestions on how to further improve the website to serve you better, we are happy to hear from you.
We are also pleased to attach a set of questions and answers on the enhanced COH website and e-service for application to vary terms in the prescribed forms.
