URA is pleased to announce that with effect from 24 June 2002, licensed developers can submit the following requests to the Controller of Housing for approval on-line athttp://www.ura.gov.sg:
Request to change Project Account
Request to convert to Sale Licence
Request to be delicensed
Request to reduce or release Banker's Guarantee (BG) amount
Request to vary terms in Option to Purchase or Sale & Purchase Agreement
Request to withdraw money from Project Account with BG.
The e-Services are designed to guide and prompt users to provide the required information for the Controller to consider the requests. The time taken for approval of these on-line requests is within 7 days and 9 days (for variation of terms in prescribed forms) upon receipt of all information, as compared to the current 14 days and 18 days respectively for manual applications.
To authenticate the on-line request, only authorised persons are allowed to access the e-Services. Licensed developers must submit a Letter of Authorisation (in the attached format) with the names of their authorised persons to the Controller before using the e-Services. The authorised persons will need their personal CPF PAL Pin and the Housing Developer's Licence number to login to the e-Services. More information on how to obtain or renew your CPF PAL Pin can be found at CPF's web site at http://www.cpf.gov.sg.
With the e-Services, developers no longer need to submit hard copy documentary evidence in their application. Instead, the Controller will consider the request based on information confirmed and declared by the authorised person who made the submission. The Controller takes a serious view on persons who provide false information and will take the appropriate actions against such persons.
