Upper Barracks
About
The Lower and Upper Barracks were built in a simplified Neo-Classical Style that was popular with the Public Works Department in the 1930s for major government buildings. Both barracks are of reinforced concrete.
The Building
The 3-storey Upper Barracks was built at a higher level on the hill, facing towards the Singapore River. At almost 160 metres in length, it is one of the longest pre-war civic buildings in existence. The combination of its impressive length and elevated position gives it a commanding presence overlooking the Chinatown area. The overall design treatment is more geometrical, with the details of the building articulated to greater emphasise the length of the thirty-one bays of the building. The building also has its ends emphasised through the protrusion of the building bays, while the central entrance is made prominent with the use of pairs of pilasters, in contrast with the single pilasters elsewhere. The features combine to give an overall appearance of palatial grandeur.
Guidelines and Procedures
All proposed works will need to comply with the Conservation Guidelines and the Specific Restoration Guidelines (SRG). Conservation Permission is required before all additions & alteration works and operations of new use can begin.
Residential Fronts are characterised by timber casement windows flanking a double-leafed timber door. All buildings with residential front which is existing and/or identified in the 'Specific Restoration Guidelines', regardless of land use zoning, shall be retained and restored.
Any proposed additions and alterations to this conserved building are subject to evaluation. Please submit your proposal for URA's review.
