Natsteel Steel Pavilion
History
Jurong Industrial Estate was first developed in the 1960s to uplift the economy and address the serious unemployment situation after Singapore attained self-government.
Following recommendations from a United Nations mission to study avenues for industrial growth, the government announced the formation of a steel company within the estate, with the primary objective of manufacturing locally produced metal for the construction industry in Singapore and the region.
In 1963, the ‘National Iron and Steel Mills’ commenced production as the first factory in Jurong Industrial Estate. At the time, the Straits Times reported that the mills was envisioned as "the core of the medium and heavy industry centre.”
Renamed NatSteel in 1990, the company has changed ownership over the years. Today, it is owned by Singapore-based company Toptip Holding Pte Ltd.
Beyond contributions to Singapore's industrialisation journey, NatSteel has been instrumental in shaping the country's built environment. Its successful string of projects included HDB estates, the MRT network, Changi Airport, and Marina Bay Sands.
The Building
The conserved Modern ‘Steel Pavilion’ used to serve as a distinctive office at the original main entrance of the 20-hectare industrial plot.
Designed by Datuk Seri Lim Chong Keat, the local pioneer and renowned architect, the two-storey Pavilion is topped by a unique hyperbolic paraboloid ‘umbrella’ steel roof. This iconic roof was an engineering feat at the time, demonstrating the capabilities of steel as a building material. This structure results in rare triangular clerestory windows above the curtain walls.
It also features steel framed glass windows and exposed fair-faced brick walls.
The original granite Foundation Stone, laid by then-Minister of Finance Dr Goh Keng Swee, has been re-sited to now grace the entrance of the Pavilion.
The Future
NatSteel continues to be true to its mission as a progressive steel mill by introducing sustainable practices such as investments in energy efficient machinery and more green processes, including recycling of biproducts for road construction. The conserved pavilion will serve as a testament to the mill’s forward-looking legacy.
Guidelines and Procedures
All proposed works will need to comply with the Conservation Guidelines and the Specific Restoration Guidelines (SRG). Conservation Permission is required before all additions & alteration works and operations of new use can begin.
Residential Fronts are characterised by timber casement windows flanking a double-leafed timber door. All buildings with residential front which is existing and/or identified in the 'Specific Restoration Guidelines', regardless of land use zoning, shall be retained and restored.
Any proposed additions and alterations to this conserved building are subject to evaluation. Please submit your proposal for URA's review.
