Create more well-designed public spaces

Developers and building owners are encouraged to provide more well-designed public spaces. First storey public spaces within developments may be exempted from Gross Floor Area if they fulfil the urban design guidelines and operational requirements under the Privately Owned Public Space (POPS) scheme. Create more well-designed public spaces 

The Privately Owned Public Space (POPS) Design Guidelines was introduced in 2017 to encourage developers and building owners to create well-designed public spaces within developments. Since then, many buildings have included lively and comfortable public spaces for all to enjoy.

An example of public space created as part of POPS guidelines, the Gucco Tower at Tanjong Pagar is well sheltered, has lush landscaping, seating and an open space for regular activities.

Here are 5 elements as part of the POPS guidelines that contribute to a well-designed space:

1 The space should be large enough with an open layout for more people to enjoy.
2 It should be prominently located on the ground floor and be easily accessible.
3 It should have clear signages and sufficient seating for people to gather and relax in.
4 It should be well shaded with landscaping and greenery for a more inviting experience.
5 The space could include power and water points and lighting to support activities or artworks to
   enliven the space further.
