    1. prior to a formal development application to URA (i.e. to seek specific waivers upfront), or
    2. in response to a planning condition imposed by URA (e.g. as part of Provisional Permission or Written Direction)

  3. This service is not intended for issues relating to land use, plot ratio, building height and building/housing form (includes those arising from breakaway of landed housing for redevelopment). Please submit an Outline Application, if you would like URA to consider your proposal to deviate from these macro planning parameters.
  4. The application shall be accompanied by detailed plans and drawings, photos and any other supporting documents or materials necessary to illustrate and justify the waiver request.
  5. Please ensure that the necessary documents and payment details are ready before you proceed.
  6. This form takes about 10 minutes to complete.
