Apply for Use of Parking Lots

Preparation Work

Before you submit the Use of Parking Lots Application using this eService to the Urban Redevelopment Authority (hereinafter referred to as "URA"), please read through the following sections on the "Must-have Information" and "Terms and Conditions" carefully.

Must-have Information

  • Particulars of Applicant
    (if the application is to be submitted on behalf of a company, the Company Registration No. is required.)
  • Name of the parking place and parking lot(s) required
  • Period of Use (Date / Time)

Terms and Conditions for Application and Use of Parking Lots

If there is no objection to the application, payment of the prescribed charges must be made before approval will be given.

1. The applicant is required to apply for the use of parking lot(s) or parking places at least three (3) full working days in advance through this eService.

2. Approval for the use of the parking lot(s) or parking places is subject to the payment of the prescribed charges as shown in the application and in the manner as stated in this section Terms and Conditions. URA reserves the right to adjust the rates of prescribed charges from time to time.

3. Approval given for the use of the parking lot(s) or parking places shall not absolve the applicant from the responsibility to apply for other licences, permits or clearances, as may be required by law, from other authorities, statutory bodies or government agencies or departments.

4.The applicant shall be solely responsible for and shall take all necessary measures to ensure public safety in connection with the occupation and/or use of the parking lot(s) and/or parking places.

5. The applicant is to indemnify URA and the Government against any claim, cost, loss, damages, proceeding or action whatsoever, arising out of or in connection with any damage or loss to property, loss or injury to person, or loss of life due to or resulting from the occupation and/or use of the parking lot(s) and/or parking places.

6. Notices of change/cancellation of the use must be given at least one (1) full working day in advance.

7. The applicant shall display the approval notice within the approved parking lot(s) or parking places during the whole period of use for inspection by authorised URA officers.

8. The applicant shall make his/her own arrangement to reserve the approved parking lot(s) or close off the approved parking places for the approved use. Appropriate sign(s) must be displayed prominently to inform the public in advance of and during the use of the approved parking lots(s) or closure of the approved parking places for the event and period of use approved.

9. The applicant shall not in any circumstances allow the approved parking lot(s) or parking places to be used by a third party without authorisation from URA.

10. The approved parking lot(s) or parking places shall only be used for the approved purpose(s). The use shall not protrude beyond the boundary lines of the approved parking lot(s). Vehicles are not permitted to be parked in the approved parking lot(s) or parking places without authorisation from URA.

11. The applicant shall not cause, allow or permit any obstruction to other users of the parking places.

12. The applicant shall take all necessary measures to protect the lamp posts, parking and other traffic signboards, trees and planter beds within the parking places from damage and shall not fix any bunting, banners, posters, advertisement sign, etc, on to the lamp posts, signboards, trees or planter beds within the parking places. No holes are allowed to be made anywhere in the parking places, roads and side tables for the erection of poles or other structures, etc. or for any other purposes.

13. Burning of joss papers, placement of burners etc are not allowed in the parking lots and parking places. To avoid obstruction to traffic/motorists/pedestrians and to ensure the safety of the motorists and pedestrians, no light emitting wreaths and/or inflatables are allowed to be placed in or within 5 metres of the parking places premises.

14. The applicant shall ensure that the approved parking lot(s) and surrounding areas or the approved parking places are/is kept clean and tidy at all times. Unsightly and unnecessary articles, items or objects must be removed.

15. The applicant shall at all times observe and comply and shall ensure the observance and compliance (including but not limited to observance and compliance by the applicant’s visitors, employees, workers, contractors and sub-contractors) with all instructions given by any authorised officers of URA, whether such instructions are conveyed orally or in writing or in any other manner.

16. The applicant must reinstate the approved parking lot(s) or parking places to a satisfactory condition before handing them back to URA. The applicant is required to continue to pay the prescribed charges for the use of the approved parking lot(s) or parking places until the reinstatement is effected and all damages, if any, have been rectified and made good to the satisfaction of URA.

17. If any of these terms and conditions is not complied with, the approval shall be deemed withdrawn and terminated and the applicant shall be liable for enforcement action.

18. URA reserves the right to terminate the approval for the use of the approved parking lot(s) or parking places without assigning any reasons whatsoever.

Payment

19. The applicant is required to and shall pay the prescribed charges for the use of the approved parking lot(s) or parking places within three (3) days from the date of receiving the payment request or one (1) day before the date of use, whichever is earlier. Otherwise, the application shall be deemed to have been withdrawn and the applicant shall be liable for enforcement action for any unauthorised use of the parking lots or parking places.

20. If the applicant has a GIRO arrangement servicing the payment, an invoice will be sent to the applicant and the prescribed charges deducted from the applicant’s bank account on the date indicated in the invoice.

Refund Policy

21. The Authority reserves the right not to refund any amount paid after the application is processed and approval granted.

Rollback of Failed Transactions

22. If the applicant encounters any technical problem in the course of the transaction and wishes to check on the status of the transaction, please call 6329 3434 from 8.30am to 5.00pm from Monday to Friday (excluding public holidays) and till 1.00pm on the eves of Christmas, New Year's Day & Chinese New Year. Or the applicant can email URA at ura_cpd@ura.gov.sg. Please provide the following details:

a. Transaction identification number (if any);
b. Point at which error occurred;
c. Date/Time of transaction;
d. Error message (if any);
e. Payment mode selected; and
f. Transaction amount.

Modification of Terms And Conditions

23. These terms and conditions may be amended by the URA from time to time without notice. The applicant shall be deemed to have accepted and agreed to the terms and conditions as amended upon the use of this eService after the amendments have been made. The applicant should check these terms and conditions every time prior to using this eService.

URA General Terms & Conditions and Terms of Use

24. In addition to these terms and conditions, the use of the eService shall be subject to and governed by the URA General Terms & Conditions and Terms of Use. In the event any of the provisions of the URA General Terms & Conditions and Terms of Use is contrary to and inconsistent with these terms and conditions, the provisions of these terms and conditions shall have overriding effect.
