Revision of development charge rates

The Ministry of National Development has revised the development charge (DC) rates for the period 1 March 2017 to 31 August 2017.  The review is carried out on a half-yearly basis in consultation with the Chief Valuer.
 
The DC rates for three Use Groups, namely Groups A (Commercial), B2 {Residential, (non-landed)} and C (Hotel/Hospital) have increased; while the DC rates for Use Group D (Industry) have decreased. The DC rates remain unchanged for Use Group B1 {Residential, (landed)}, Use Group E (Place of Worship / Civic and Community Institution), and Use Groups F, G and H. The DC rates for Use Group A (Commercial) have increased by 1.3% on average.  14 out of the 118 sectors have increases in DC rates ranging from 5% to 29%. There is no change to the DC rates for the remaining 104 sectors. The largest increase of 29% applies to sector 11 (Shenton Way / Raffles Quay / Marina Bay Financial Centre).

The DC rates for Use Group B2 {Residential, (non-landed)} have increased by 4% on average.  51 out of 118 sectors have increases in DC rates ranging from 5% to 17%. Rates are unchanged for the remaining 67 sectors. The largest increase of 17% applies to the following sectors:

  • Sector 53 (Jalan Besar / Syed Alwi Road / Serangoon Road / Lavender Street);
  • Sector 57 (Balestier Road / CTE / PIE / Serangoon Road / Bendemeer Road).

The DC rates for Use Group C (Hotel / Hospital) have increased by 2.6% on average.  33 out of the 118 sectors have increases in DC rates ranging from 4% to 19%. Rates are unchanged for the remaining 85 sectors. The largest increase of 19% applies to the following sectors: 

  • Sector 100 (Tampines Road / Hougang / Punggol / Sengkang area)
  • Sector 104 (Upper Paya Lebar Road / Bartley Road / Braddell Road / Marymount Road / Ang Mo Kio Ave 3 / Hougang Ave 2 / Hougang Ave 3 / Tampines Road / Defu area / Lorong Ah Soo)
  • Sector 105 (Ang Mo Kio Ave 3 / Ang Mo Kio Ave 6 / Yio Chu Kang Road / Gerald Drive)
  • Sector 107 (Lornie Road / Adam Road / PIE / Upper Peirce Reservoir / Old Upper Thomson Road / Upper Thomson Road / Springleaf area / Lentor Ave / Ang Mo Kio Ave 6 / Marymount Road)
  • Sector 113 (Yuan Ching Road / Corporation Road / Jurong West Ave 2 / PIE / KPE / Choa Chu Kang Ave 1 / Choa Chu Kang Way / Choa Chu Kang Road / Woodlands Road / Upper Bukit Timah Road / Bukit Batok area / Bukit Panjang area)

The DC rates for Use Group D (Industry) have decreased by 3.7% on average.  All 118 sectors have a reduction in DC rates ranging from 2% to 14%. The largest decrease of 14% applies to the following sectors:

  • Sector 100 (Tampines Road / Hougang / Punggol / Sengkang area)
  • Sector 114 (Boon Lay / Jurong West / Pioneer / Tuas / Sungei Kadut / Choa Chu Kang / Lim Chu Kang area)

There are no changes to the Use Groups Table and the Geographical Sector maps.

The revised DC rates (Appendix 1 [PDF, 108kb]), to be read in conjunction with the Use Groups Table (Appendix 2 [PDF, 24kb]) and the set of Geographical Sector maps* (Map A [PDF, 902kb] and Map B [PDF, 516kb]), will be effective from 1 March 2017.  The new rates will apply to cases which are granted Provisional Permission (PP) or 2nd and subsequent extensions to the PP on or after the effective date. 

If there is any disagreement over the DC payable for any development proposal calculated based on the rates under the respective Use Groups, developers and owners can opt for a case-by-case valuation by the Chief Valuer, as provided for in the Planning Act.
