URA launches tenders for two sites at Sengkang Central and Hillview Rise

The Urban Redevelopment Authority (URA) has launched two sites that will provide new private housing at Sengkang Central and Hillview Rise for sale by public tender today under the Confirmed List of the second half 2017 Government Land Sales (GLS) Programme. Together, these two sites can potentially yield about 1,235 residential units. Details of the land parcels can be found in Annex 1 [PDF, 9kb] and the location plans are in Annex 2 [PDF, 405kb].

Concept and Price Revenue Tender System

A Concept and Price Revenue tender system will be adopted to evaluate the tenders received for both sites at Sengkang Central and Hillview Rise.

Mixed-use development integrated with community and transport facilities at Sengkang Central

Located in the heart of Buangkok neighbourhood, the mixed-use development is envisioned as an integrated community hub to meet the needs of some 20,000 residents in Buangkok, with amenities such as a hawker centre, community club, childcare centre, retail shops, as well as public rail and bus transport facilities sited in a one-stop location.

The development is also a focal point and identity marker for the Buangkok neighbourhood. Hence, thoughtfully designed public spaces which are well integrated with transport and community uses will be key to the success of the development.

In line with the vision, a Concept and Price Revenue tender approach is adopted to shortlist quality development concepts that are attractive with meaningful integration of amenities connected through a seamless network of pedestrian-friendly streets and well-designed public spaces.

Innovative construction technologies for residential site at Hillview Rise

Under the Construction Industry Transformation Map, the Building and Construction Authority (BCA) has envisioned the growth of an advanced and integrated construction sector with widespread adoption of Design for Manufacturing and Assembly (DfMA) technologies. To encourage innovative construction solutions that spearhead productivity initiatives, there is merit in specifying productivity outcomes without mandating specific technologies through the adoption of a Concept and Price Revenue tender approach. Under this approach, the Concept Evaluation Committee chaired by BCA will shortlist concept proposals that demonstrate comparable or higher construction productivity outcomes than those that are achieved by the most advanced method of DfMA technologies adopted for sites sold under the GLS Programme.

The Hillview Rise site has a sizeable residential GFA of about 40,030 sqm with a regular configuration that provides the economies of scale to maximise productivity gains. The site is therefore a suitable test bed for innovative construction technologies or methods.

The Concept and Price Revenue tenders for the sites at Hillview Rise and Sengkang Central will close at 12 noon on 3 May 2018 and 21 June 2018 respectively.
