For residential developments, other ancillary structures and facilities to be developed by or on behalf of Housing Development Board (HDB) that can meet the criteria.
Qualified Person (registered architect or engineer) or an Authorised Person* (AP) appointed by HDB.
* An "Authorised Person" means an appointed architect or engineer in the employment of HDB to take charge of the operations involving the development.
$1200 for new erection/reconstruction and $850 for additions/alterations.
Complete and lodge the plans using the EDA form and accompanied by 1 copy each of the proposal plans (scale 1:200 or 1:500), sketch plans (scale 1:100). Please ensure all proposals are endorsed by HDB.

An acknowledgement letter will be issued by URA. Proceed to apply for approval from Building & Construction Authority (BCA) if BCA’s approval is required.
The authorisation is valid for two years from the date of the acknowledgement letter. If works are not completed within the two years validity period, you may apply for extension of the lodgment authorisation (up to two times). After which, a fresh lodgment is to be made.
