Facilitating Professional Submissions and Payments

URA has made improvements to several work process to help Qualified Persons (QPs) continue to make their submissions and payments while working safely from home during this COVID-19 period:

1. Online Sharing of Large CAD/BIM Files

Instead of having to physically transfer large CAD/BIM files via CD-ROMs, QPs may use their preferred online file sharing services to share these files with us. This is encouraged to facilitate quicker file transmission and application processing.

Alternatively, URA can arrange for either EasiShare or Google Drive file sharing links to be sent to QPs to upload the necessary files.

2. Submitting Owner’s Authorisation Letter via FormSG

QPs may face difficulties in obtaining land owners’ wet-ink signatures for authorisation letters during the COVID-19 period. In such cases, QPs can inform the planner-in-charge, who will then provide QPs with a link to FormSG. Through FormSG, land owners will be able to use their Corpass or Singpass to digitally authenticate their authorisation letter provided to URA.

URA has also made permanent changes to other work processes, that will take place with immediate effect:

1. Making Payment via Bank Transfers

As part of efforts to adopt digital payments, cheques will no longer be accepted. QPs and Applicants should now make payment for the following fees and services via bank transfer:

# Use the updated Baseline Enquiry and Gross Floor Area (GFA) Verification Service forms on our DC Forms page (under the ‘Forms for Other Development Control Services’ tab) when applying for these services.

2. Improvements to searches to purchase approved plans (DC15 e-service for Purchasing Plans)

You can now preview watermarked plans online before purchase, instead of making appointments to view printed plans or use the microfiche machines at The URA Centre. Large files will now be sent via EasiShare, instead of sending multiple smaller files via email.
