CIRCULAR PACKAGE TO PROFESSIONAL INSTITUTES
URA has always been committed towards planning for a sustainable quality built environment and ensuring that our city dwellers are never far away from greenery even as our developments go high-rise and more intensive.
Over the years, URA has introduced numerous guidelines and policies to encourage the provision of greenery within development projects. These guidelines and policies have reaped visible benefits for our city. Despite being land scarce, Singapore is abundant with greenery in our urban spaces, be it within the public and private realms.
To support the Government’s blueprint for sustainable development and strengthen URA’s on-going efforts on greening our cityscape, URA will launch ‘LUSH’ (Landscaping for Urban Spaces and High Rises), a programme to consolidate and synergize a number of new and existing green initiatives. These green initiatives will help strengthen Singapore’s distinct identity as a tropical City-in-a-Garden and benefit our environment by mitigating the urban island heat effect and improving air quality. The provision of greenery within developments will also help provide visual relief and improve the quality of life of urban dwellers.
The LUSH programme will consist of the following:

Outdoor Refreshment Area on Landscaped Roof tops
GFA Exemption for Communal Sky Terraces
Landscaped Deck
Existing Initiatives
Provision of greenery within Green Buffer and Peripheral Planting Strip
GFA Incentive for Balconies in Residential and Hotel Developments
GFA Exemption for Communal Landscaped Area at 1st Storey
GFA Exemption for Communal Planter boxes
The details of the new and revised guidelines are in the circulars attached.
