  1. The Urban Redevelopment Authority is pleased to release the street-block plan for the Hillview Terrace Area.
  2. The Hillview Terrace area presently comprises mainly light industries with the exception of one special industry (Youth Form) on lot 1945. While the special industry is to cease operation within 3 years from 23 Feb 1993, all the other industries in the Hillview Terrace area are encouraged to be relocated under the policy on the relocation of industries within Bukit Timah and Hillview areas announced by the government on 23 Feb 1993. Development incentives would be given for these industrial sites to convert to residential use, ie the development will enjoy a bonus plot ratio of 0.3 without the payment of development charge if the industrial activities are ceased within the time-frame stipulated in the said policy.
  3. The above street-block plan within the Bukit Batok DGP is meant to guide the form, layout of in-fill development or re-development within the Hillview Terrace area. Planning parameters covered by the street block plan study include the type of land use, form of development, setback requirements and allowable building height in terms of storeys. The guidelines have been approved by the Ministry of National Development for use by Development Control Division to guide development applications.
  4. The street-block plan ref: URA/DC Plan Release 3/94 E is attached for your reference.
  5. There are such studies being carried out from time to time and it is the practice that they be made known in the same manner as and when approved.

Hillview Terrace Area

The purpose of this plan release is to inform the public of an approved plan to facilitate the conversion of the light industries to residential use and regulates development and in the Hillview Terrace area.

For this street-block, residential development is guided by the following prescribed guidelines:

Landuse Residential flat
Plot ratio Up to 1.92 (gross)
Building Form Party wall construction for Parcels A, B, C, E, G, H, J & L. There shall be no window openings along the common boundary of the intermediate buildings.

Free standing flats development for Parcels D, F, I & K

Setback Provisions Front : 8 m for Parcels A, B & C
: 6.75 m for Parcels E, G, H, J & L

Side : 5 m for end units only.

Rear : 5 m

Setback for flats development on Parcels D, F, I & K is subject to existing DC guidelines.

Height Control Up to 6 storeys for Parcels A, B, C, E, G, H, J & L.

Up to 10 storeys for Parcels D, F, I & K


Footnote
The floor to floor height control for residential development are 4.5m for the first storey and 3.6 m for the subsequent storey.
