  1. Please refer to our Circular No. URA/PB/93/18-DCD dated 15 Jul 1993.
  2. We have received feedback that the principle stated in para 3.2 of the above circular dealing with floor areas required by government agencies or to meet public policies/objectives which could be excluded from GFA has given rise to misinterpretation that utility/infrastructural facilities like PUB's transformer room, switchroom, Telecoms MDF room, etc could likewise be excluded from GFA.
  3. We would like to clarify that the intent of the above principle, in the context of GFA, refers only to the requirements imposed from the planning standpoint like covered footway/walkway and car parks. Utility/infrastructural facilities, though required by other government agencies, are primarily meant to serve the proposed development. They are considered an integral part of the development and do not come under the ambit of the principle stated in para 3.2 of our circular dated 15 Jul 93.
