PUNGGOL 21 - A WATERFRONT TOWN OF THE 21ST CENTURY

  1. Punggol, a town to be developed at the Northeastern coastal area, is planned for 21st century lifestyle. Planned with new ideas, Punggol will provide 80,000 new homes and a wide range of commercial, social and recreational facilities to cater to the rising aspirations of Singaporeans.

VISION

  1. Punggol will be a model town for the 21st century with:-

    1. a good mix of high quality HDB and private housing
    2. a comprehensive MRT and LRT network for convenient travelling
    3. a wide range of leisure and recreational facilities
    4. a wide range of shopping facilities

HOUSING

  1. Punggol will have a wide range of high quality housing for home buyers to choose from. The housing mix in Punggol will comprise 60% HDB and 40% private housing. Of the HDB housing, two-thirds will be Design-and-Built and Design-plus flats, and one-third standard HDB flats. The private housing will comprise 10% executive condominiums and 30% private apartments and landed properties.

  2. Flats built under the Design-and-Build and Design-plus schemes will be completed with quality finishes and distinctive design features. They will have unique block configurations and integrated car park facilities. Each unit will have flooring provided in the bedrooms, coordinated coloured tiles and quality sanitary fixtures in the toilets.

  3. Construction of the first HDB project in Punggol will begin in 1998.

  4. To foster closer community ties, the physical layout of the housing blocks will create an environment for congenial social interaction. High-rise apartment blocks comprising 1,200 to 2,800 units are clustered to form small and identifiable estates.

  5. Schools, clubs, institutions and places of worship will be also located in a cluster, allowing the sharing of recreational facilities such as school fields, etc. These clusters will be the focal point of community life in the estate.

  6. The housing estates will also be linked by pedestrian and cycling paths to shops, public transport, parks and the waterfront, thus allowing residents easy access to facilities within and outside of the town.

PUBLIC TRANSPORT

  1. Punggol will have an integrated MRT/LRT system. To ensure maximum convenience to the users, LRT stops will be strategically located, with most of the flats located within 300-metre walking distance from the nearest LRT stops. There will also be covered walkways connecting the housing blocks to the LRT stops, providing shelter for users.

RECREATION

  1. A wide range of recreational and leisure opportunities will be available in Punggol. There will be six to eight clubs to be run by Safra or NTUC along different themes, such as town clubs, country clubs, sports clubs, beach clubs, etc. The residents will be able to enjoy a wide range of recreational facilities.

  2. A regional park of 50 hectares will be developed on Coney Island which is located just off the coast of Punggol. Clubs, chalets, camping grounds and a sea sport centre will be developed on the Coney Island, adding to the recreational facilities in Punggol.

  3. Through land reclamation, the channel between Punggol and Coney Island will be reshaped to create a unique waterfront environment. This new channel can be used for canoeing or dragon boat racing, etc. A 15-km coastal promenade and a waterfront park will also be developed along the river banks, which can be used for public functions and outdoor activities.

COMMERCIAL CENTRES

  1. There will be two major commercial centres - Punggol Town Centre and Punggol East Centre - where supermarkets, air-conditioned wet markets, shops, restaurants, cafes, cinemas and other entertainment outlets will be housed.

  2. Two waterfront village centres will also be developed to add variety and cater to users of the waterfront recreational facilities.

  3. The residents can also shop for their daily needs at the convenience shops located at the LRT stops.

EXHIBITIONS ON PUNGGOL 21

  1. The Punggol 21 exhibition will be launched by Mr Lim Hng Kiang, Minister for National Development on 9 Oct 96 at the Raffles City Central Atrium. The exhibition at Raffles City will be held from 9 Oct 12 noon to 15 Oct 96.

  2. Apart from the exhibition at Raffles City, HDB and URA will also stage road shows at the following locations to bring the exhibitions to the people and encourage their feedback:-

    Jurong Point from 24 - 27 Oct 96
    Junction 8 at Bishan Central from 2 - 3 Nov 96
    Century Square at Tampines Centre from 18 - 21 Nov 96

  3. The government will also hold a public dialogue on Punggol 21 after the road shows to hear the views from the public. This will help URA and HDB to further refine the plans.

  4. Brochures on Punggol 21 will be available for sale at the exhibition venues at $10 a copy. Free flyers will also be available.
