URA launches tender for residential site
at Bartley Road / Lorong How Sun
The Urban Redevelopment Authority (URA) has launched the residential site at Bartley Road / Lorong How Sun for sale by public tender today.
The land parcel was made available for sale through the Reserve List system on 30 November 2009. On 18 January 2011, URA announced that it had received an application from a developer to put up the land parcel for tender. The developer has committed to bid at a price of not less than $191,780,000 for the land parcel in the public tender.
Land Parcel at Bartley Road / Lorong How Sun
With a site area of about 2.21 ha, the site will have a maximum permissible gross floor area (GFA) of 61,865 sqm and can potentially yield about 620 housing units.
The land parcel is situated within an established residential estate in the north-eastern region of Singapore. It is well connected to major arterial roads and expressways such as the Central Expressway and Pan-Island Expressway. Located next to the Bartley Circle Line MRT Station, future residents of the proposed residential development on site will enjoy convenient public access to all parts of the island.

The tender for the residential site at Bartley Road / Lorong How Sun will close at 12 noon on 30 March 2011. Selection of the successful tenderer will be based on the tendered land price only.
Developer’s packets containing details of this site and conditions of tender are available at $105 each (inclusive of GST). These can be purchased from the Customer Service Counter on the 1st storey of The URA Centre, 45 Maxwell Road, Singapore 069118. The developer’s packets can also be purchased via URA-Online at http://www.ura.gov.sg/sales/sale_of_developer’s_packet.html at a cost of $105 (excluding delivery charges) for local and overseas purchasers.
Potential Supply from Government Land Sales (GLS) Programme
In order to maintain a strong supply of private housing to meet demand, the Government has placed 17 sites on the Confirmed List and 13 sites on the Reserve List for private residential development under the 1H2011 GLS Programme. Together, the 30 sites from both the Confirmed and Reserve Lists in the 1H2011 GLS Programme can generate a total of 14,310 private residential units.
In addition, a residential site at Bishan Street 14 was recently successfully triggered for sale. Together, with the Bartley Road / Lorong How Sun site, these two sites from the Reserve List can potentially yield about 1,270 residential units. This is over and above the supply of 8,125 units from the 17 sites that would be released for sale under the Confirmed List of the 1H2011 GLS Programme.
Most of these sites are located in Outside Central Region (OCR) or in locations in the Rest of Central Region (RCR) where more affordable private housing are expected to be built, and will hence meet the demand for mass market private housing.
Pipeline Supply
Apart from the potential supply from the GLS Programme, there is also supply from projects in the pipeline which have been initiated earlier, both from Government and private land sources. As of 4th Quarter 2010, there were about 65,699 private residential units in the pipeline which would be completed over the next few years. Of these 65,699 private residential units, there was also an inventory of about 32,776 private housing units which have not been sold yet. These comprised units that had been launched for sale by developers, units that had pre-requisite conditions for sale1 and which could be launched for sale immediately, as well as units with planning approvals for which pre-requisite conditions for sale could be obtained quickly from the Government and made available for sale2
- These refer to private residential developments with Housing Developer Licence and Building Plan Approval. Under the Housing Developer (Control and Licensing) Act, a sale licence must be obtained for a project with more than 4 units, if the developer intends to sell uncompleted residential units in the development. However, the sale of the residential units can only commence with the approval of the building plans of the development..
- These refer to uncompleted private residential developments without pre-requisites for sale but with Written Permission (WP) or Provisional Permission (PP) granted. The sale licences could be obtained within 5 working days and building plan approvals could be obtained within 7 working days from the date of application for cases where clearances form various technical agencies are obtained and relevant documents are in order during formal submissions.
