Street Name Application
 
General Information on Application
Q1 Who can apply for a street name?
A1 Only the relevant agency (such as LTA, HDB, JTC) or owner of the street (private developers) can apply. The owner may appoint a representative (e.g. architect) to apply on his/her behalf together with the owner’s authorization letter. A sample copy of the owner’s authorization letter can be found on our website at http://www.ura.gov.sg/dc/sbnb/sbnb.htm
 
Q2 How do I apply for a street name?
A2 You can apply on-line using this link at at http://www.ura.gov.sg/dc/sbnb/sbnb.htm. A maximum of 3 proposed names can be allowed. The submission must be accompanied by a location plan.
 
Q3 When can I apply for a street name?
A3 The application for new street names can be submitted together with the application for the redevelopment or development of your site/land to URA or after the Provisional Permission has been granted by URA.
Scope of SBNB
Q4 What are the types of street that require naming approval from SBNB?
A4 All public streets, including flyovers, viaducts, underpasses, circuses, vehicular bridges, pedestrian malls and private roads which are non-gated and freely accessible to the public and via public transport (e.g. roads within a university campus) come under the purview of the SBNB and will require naming approval. However, if the road length is less than 60m, it need not be named.
 
Q5 What are the types of street that do not require naming approval from SBNB?
A5 Service roads, access roads, driveways and backlanes are not under the purview of the SBNB and hence, do not require naming approval.
 
Submission Requirements
Q6 What are the submission requirements for applying for a street name?
A6

You will need to furnish:
 

  1. The proposed street name and the supporting reasons

  2. A location plan showing the following:

    1. The proposed street or streets to be named in colour. Use different colours for each street if more than one street are to be named.

    2. Dimensions of street (length and width) and the road category of the street to be named

    3. Names of the surrounding roads

  3. Owner’s authorisation letter if you are not the owner

  4. Any other documents to support your proposed names.
 
Fees / Penalty
Q7 Is there a processing fee to be paid?
A7 No, there is currently no processing fee to be paid.
 
Q8 Will there be a penalty imposed for changing a street name after approval has been obtained?
A8 There is currently no penalty for changing a street name after approval has been obtained.
 
Notification to Other Government Agencies
Q9 Upon obtaining the approval for the street name from the SBNB, will I be required to inform other government agencies?
A9 No, SBNB will inform the relevant government agency accordingly.
 
Existing and Proposed Street Name
Q10 Where can I find information on all existing street names in Singapore?
A10 The information is available on the URA website at http://www.ura.gov.sg/dc/sbnb/sbnb.htm. You can only view names of existing streets.
 
Q11 Why is the application of street name not available in Chinese?
A11 Application of street name is not available in Chinese. The SBNB will liaise with the Ministry of Information, Communications and the Arts (MICA) to translate the street name into Chinese based on the approved English street names.
 
Withdrawal and Change of Street Name
Q12 Can an existing street name be changed or withdrawn?
A12 Such applications will not be considered, especially if they affect numerous existing addresses as it would cause too much inconvenience to the residences and/or businesses along the road.
 
Appeal
Q13 Can the applicant appeal if the proposed street name is rejected?
Q13 Yes, the applicant can appeal to the SBNB within 21 days of receipt of the decision.
 
Processing Time / Status of Application
Q14 What is the processing time for a street name application?
A14 The processing time is generally 4 to 6 weeks. Cases which require more deliberation (e.g. appeals) may take longer may take longer and applicant will be notified accordingly.
 
Q15 What is the processing time for an appeal for a building / estate name application?
A15 Appeal cases may require more deliberation. Hence, it may take a longer time.
 
Q16 How do I check on the status of my application?

Directional Signage
Q17 Where can the public provide feedback regarding public roads and directional signage?
A17 As public roads come under the purview of the Land Transport Authority (LTA), members of the public can feedback to LTA directly on such matters, including issues regarding directional signage to guide the public. For suggestions on naming or re-naming of public roads, LTA will evaluate cases which have merit before putting up the case with proposed names to the
SBNB for further consideration.

Building Name Application
 
General Information on Application
Q1 Why do I need to apply for a building / estates name?
A1 Only owners/developers who wish to name their buildings/estates name need to apply for approval from SBNB. The purpose of the application is to ensure that only one name can be allowed for a development and it will not duplicate a name that is already in existence so that there is clarity in the identification of the building/estate.
 
Q2 What should I do if I wish to name my building / estates?
A2 You will have to submit an application on-line to SBNB for approval. You can apply using this link at http://www.ura.gov.sg/dc/sbnb/sbnb.htm
 
Q3 Who can name a building / estate?
A3 Only the owner can name the building / estate. The owner may appoint a representative (eg. architect) to submit the proposed names for the building or estate on his behalf, with the owner’s authorisation letter. A copy of the owner’s authorisation letter can be found on URA website at http://www.ura.gov.sg/dc/sbnb/sbnb.htm
 
Q4 When can I apply for a building / estate name?
A4 You may submit your application any time from the submission of a development application to the grant of written permission submission for the development.
 
Q5 How many names can I proposed for a building / estate in an application?
A5 A maximum of 3 proposed building / estates names can be allowed. You will need to provide reasons for supporting the proposed names.
 
Scope of SBNB
Q6 What are the types of building / estates that requires naming approval from the SBNB?
A6

The following buildings / estates come under the purview of the SBNB and will require naming approval:

  • Residential building
  • Commercial building
  • Industrial building
  • Mixed-use developments (Definition: A development with 2 or more approved uses listed in this section)
  • Theme parks
  • Museums
  • Arts venues
  • Stadiums
  • Building used for community service / activity

For residential developments, approval from SBNB is not required if the development has less than 5 units. This is in line with the minimum number of units required for a "housing development" to be defined as such in the Housing Developers (Control & Licensing) Act.

For shophouse developments, approval from SBNB is not required if the development has less than 5 units.

 
Q7 What are the types of building / estates that do not require naming approval from the SBNB?
A7

The following building / estates do not come under the purview of SBNB and hence will not require approval from SBNB. The function of naming such type of buildings has been delegated to the respective agencies:

Q8 Is the block and house numbering under the purview of the SBNB?
A8 Block and house numbering is under the purview of the Inland Revenue Authority of Singapore (IRAS).
 
Q9 Is estate naming (e.g. Sennette Estate) under the purview of the SBNB?
A9 Yes, the naming of a housing estate is under the purview of the SBNB.
 
Submission Requirements
Q10 What are the submission requirements for applying for a building name?
A10

You will need to furnish:

  1. The proposed building names and the reasons for the proposed names;
  2. Either the Development Application Transaction Reference number granted by URA or the house number;
  3. Owner’s authorisation letter if you are not the owner;
  4. Any other documents to support your proposed names.
 
Q11 What are the submission requirements for applying for an estate name?
A11

You will need to furnish:

  1. The proposed estate names and the reasons.
  2. A location and a site plan showing clearly the number of buildings within the estate and the boundary of the estate;
  3. Owner’s authorisation letter if you are not the owner;
  4. Any other documents to support your proposed names.

Q12 Is there a processing fee to be paid?
A12 There is currently no processing fee to be paid.
 
Q13 Will there be a penalty imposed for changing a building name after the SBNB has given approval?
A13 There is currently no penalty for changing a building name after approval has been obtained.

Application made by Tenants
Q15 Can a tenant of a building make an application to name the building?
A15 Where a tenant of a building has been given the naming rights to a building, the applicant must enclose a letter of no objection from the building owner on the proposed building name.
 
Q16 Can a tenant or licensee of a State Property apply for a building or estate name?
A16 A tenant or licensee of a State Property has to enclose a letter of no objection from the Singapore Land Authority (SLA) on the proposed building or estate name when making the application.
 
Existing and Proposed Building / Estates Names
Q17 Can I submit the proposed building / estate name in both English and Chinese together?
A17 Yes, you may do so. Alternatively, you may submit the Chinese name after the English building or estate name has been approved.
 
Q18 Where can I find information on all existing building names in Singapore?
A18 The information is available on URA website at http://www.ura.gov.sg/dc/sbnb/sbnb.htm. You can only view names of existing buildings.
 
Withdrawal and Change of Building / Estates Names
Q19 Can an existing building / estate name be changed or withdrawn?
A19 Such applications will be considered only if there are merits to do so, such as a change in ownership or the anchor tenant.
 
Appeals
Q20 Can I appeal if the proposed building name is rejected?
A20 Yes, you can appeal to the SBNB within 21 days of receipt of the decision.

Display of Names
Q24 Is it compulsory to display the approved building name on the building?
A24 You have to display the approved name to the building. Failure to do so is considered an offence under the Property Tax Act.
