Explanatory Notes on Building Name Application

1.

Application

Application for building name may be made:

  1. Together with a development application to URA;

  2. Before the grant of Provisional Permission or Written Permission by URA but after a development application has been submitted to URA;

  3. After Provisional Permission has been granted by URA.

Number of proposed names

Applicant may propose up to 3 names.

Changes to approve name

After the proposed name has been approved, no request for change of name will be entertained, unless for justifiable reason (namely, change of owner or anchor tenant).

Chinese Building Name

The application for Chinese building name is optional. It can be proposed at the same time as the English name or later.

5.

Infringement

It is the responsibility of the Applicant to ensure that the proposed name does not infringe upon any registered trademark or trade name. The SBNB shall not be held responsible for any legal issues which may arise as a result of such infringement.

6.

Applicant

Application may be made by the Developer/Owner or its appointed representative (eg. architect).

7.

Documents required

Documents to be enclosed (where applicable):

  1. Location Plan

    A plan showing the estate to be named (edged in RED) and it’s surrounding lots.

  2. Site Plan

    A plan showing the layout of the buildings within the estate to be named.

  3. Owner’s Authorisation Letter

    Application made by appointed representative (eg. architect) on behalf of the Developer/Owner must be accompanied by owner’s authorisation letter.

  4. AGM/EGM resolution (MCST submission)

    Application made by Management Corporations must be accompanied by the relevant extract of the minutes of meeting (AGM/EGM) containing a resolution on the naming/renaming proposal.

  5. Certificate of House Numbering

    Application for a new development where the proposed building name contains the house number and/or the road name, e.g. 1 Adam Road, must be accompanied by the Certificate of Housing Numbering issued by Inland Revenue Authority of Singapore.

  6. No Objection Letter from MND (HDB submission)

    Application made by HDB must be accompanied by a letter of no objection from Ministry of National Development on the proposed name.

  7. No Objection Letter from Preservation Monument Board

    Application made to name/rename a building gazetted as a national monument must be accompanied by a letter of no objection from Preservation Monument Board on the proposed name.

  8. No Objection Letter from SLA

    Application made by the tenant/licensee of a State property must be accompanied by a letter of no objection from Singapore Land Authority (SLA) on the proposed name.

  9. No Objection Letter from building owner (Tenant submission)

    Application where a tenant of a building has been given the naming rights to a building must be accompanied by a letter of no objection from the building owner on the proposed name.

Processing Time

Processing time for most applications is generally 4 to 6 weeks. Cases which require more deliberation (e.g. appeals) may take longer.

9.

Checking of availability of name

To avoid delay, applicant should refer to the URA website to check whether the choice of name is a duplicate name before submitting the application online. Applicant may refer to the URA website at www.ura.gov.sg. to query using the search function to check if the intended name has been used.

10.

Charges

No fee is payable for building name application.

11.

Under SBNB purview

Building names requires approval from SBNB:
Approval has to be obtained from the Street and Building Names Board (SBNB) for the naming of buildings and estates. These include: Residential, commercial, industrial and mixed-use developments, theme parks, museums, arts venues, buildings used for community service/activity, stadiums.

12.

Not under SBNB purview

Building names that do not requires approval from SBNB:
Approval need not be sought from SBNB for the naming of the following: Places of worship, education institutions, hotels, hospitals and other healthcare facilities, golf and recreation clubs, sports and recreation facilities, excluding stadiums.

13.

Non-English names


Non-English names should conform to the above guidelines.

14.

Proposed name not covered by guideline

Proposed names which are not covered under the above guidelines will be considered on a case-by-case basis.
