Types of Application

There are 3 types of change of use applications. These are:

New Change of Use Application

You can submit your new Change of Use application via the Online Business Licensing Service (OBLS) website.

Renewal of Temporary Permission Application

You should submit a renewal of temporary permission application, two months before the expiry of the existing temporary permission.

If your temporary permission has expired, your application will be subject to the same processing fee as a new application.

Change of Use under Plan Lodgment

You can submit a Change of Use under Plan Lodgment if your proposal satisfies the lodgement criteria.

Submission Requirements
  1. Owner's Consent
    If the premises is leased from SLA or government agencies (e.g. HDB, JTC), please attach their letter of consent as owner.
  1. Letter of Undertaking (LOU)
    If your application is for a childcare centre in a landed house, a LOU is required (see sample attached).
  1. Floor Plan
    • For multi-unit development (e.g. shopping centre, flatted factory), please provide a floor plan indicating the locations of your premises
  1. Other supporting documents
    E.g. cover letter, clearances from relevant agencies e.g. NEA and SCDF

To facilitate prompt processing of your application, please ensure that you have submitted the necessary documents with accurate information.

Processing Fees and Mode of Payment
The processing fees are as follows:
  • Application for written permission for change of use - $300 (subject to GST)
  • Application for renewal of temporary written permission to continue the approved use - $150 (subject to GST)
  • Lodgment for change of use - $100 (subject to GST)

Payment can be made via eNETS or Credit card. The processing fees are non-refundable.

Processing Time

Applications are usually processed within 10 working days from the receipt of the application and the necessary supporting documents.

For change of use lodgment, an acknowledgement letter will be issued after the proposal is lodged with URA and fees received.

What You Should Receive

At the end of the transaction, you should be able to receive the following:

  • A Payment Slip
  • A Transaction Reply Slip
  • Acknowledgement Letter (for lodgment cases)

Any request for cancellation must be submitted within 10 days from the date of the registration to URA by e-mail (ura_daes_registry@ura.gov.sg) or by post to 45 Maxwell Road, The URA Centre, Singapore 069118. Please provide the following details together with your request:

a. Transaction identification number
b. Reasons for cancellation

All requests submitted are subject to approval on a case to case basis.

No refund will be allowed once processing work has started on the application submitted using the eServices.

Modification Of Terms And Conditions

URA may, without giving prior notice, modify these terms and conditions from time to time. You shall be deemed to have accepted and agreed to the terms and conditions as modified upon your use of the eService after the modifications have been made.

URA General Terms & Conditions And Conditions Of Access

In addition to these terms and conditions, the use of the eService shall be subject to and governed by the URA General Terms & Conditions and the Conditions of Access unless the provisions of the URA General Terms & Conditions and Conditions of Access are contrary to and inconsistent with these terms and conditions.
