For Development Control (DC) Matters

To make it easier for QPs to contact and consult URA on their projects, we have set up various facilities for various types of enquiries. This circular lists the consultation services that are available. (Appendix 1)

| A) General Enquiry on DC matters
|

Development Control Group Enquiry Officer
QPs can come to the URA Centre to see our Development Control Group Enquiry Officer who is stationed at the URA Centre from Monday to Friday, 8.30am to 1.00pm and 2.00pm to 5.00pm (closed from 1.00pm to 2.00pm) to better understand or clarify development control guidelines, application submission procedures and plan presentation requirements.

Alternatively, QPs can also call the Enquiry Line (Tel: 6223 4811) to obtain general information on development control matters from Monday to Friday (8.30am to 5.30pm).

| B) Case-Specific Consultations

Discussion with the planner-in-charge
For case-specific enquiries, QPs can call or email the planner-in-charge of the specific planning area or project for clarification. Meetings with the planners can be arranged if a more detailed discussion is necessary. The telephone numbers and email addresses of our planners for the respective planning areas can be accessed from the
URA website.

Pre-Consultation Discussion with Qualified Persons (QPs)
QPs can request for a pre-submission consultation with our planners to discuss preliminary development proposals if needed. The consultation could be about clarifying DC guidelines that may have a great impact on the detailed design and layout of the buildings. You can make your appointments via fax or email using the discussion memo (Appendix 2) which is also available on the URA website.

Design Guidelines Waiver Committee (DGWC)
The Design Guidelines Waiver Committee (DGWC) is set up to evaluate special cases of high quality and innovative urban/ waterbodies designs that may merit deviation from the design guidelines and standard development control requirements stipulated by URA. Request for DGWC consideration can be made concurrently or after the applicant has submitted the development application to URA, with payment of requisite fees.
